File Note: It is submitted that the industry is small scale orange category unit. Earlier, the industry was granted "Consent to Establish"(NOC) for an industrial unit u/s 25 of Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/RPN/2024/25381978 dated 18.05.2024 having validity upto 17.05.2025 for manufacturing of Casting of mould boxes @ 4200 Nos./Year by using Steel scrap @ 4254.432 MT/Year, Foundry return @ 2277.600 MT/Year and Additives @ 262.080 MT/Year as raw material and 1 no. induction furnace of capacity 0.45 T/heat with bag filter as APCD subject to suitable conditions and special conditions mentioned that: - 1. The industry shall not install induction furnace of capacity more than 500 kg/heat without obtaining site approval from SAC under Factories Act, 1948. 2. The industry shall not install any shot blasting machines without obtaining site approval from SAC under Factories Act, 1948 and shall get the job done (shot blasting) from any other authorized vendor / industry. 3. The industry shall submit separate building plan for Unit-II, duly approved by the Director of Factories at the time of submission of application for obtaining Consent to Operate from the Board. Now, the industry has applied for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Casting of mould boxes @ 4200 Nos./Year by using Steel scrap @ 4254.432 MT/Year, Foundry return @ 2277.600 MT/Year and Additives @ 262.080 MT/Year as raw material along with requisite documents and fee. The industry has deposited Rs. 22,500/- vide UTR. No. N183243123298857 dated 01.07.2024 under the Water Act, 1974 and Rs. 23,000/- vide UTR. No. N183243123280329 dated 01.07.2024 under the Air Act, 1981 including application form fee, against the total cost of fixed assets is Rs. 5.20 crores as on 31.03.2024. The consent fee deposited by the industry is adequate upto 30.09.2025 under both acts. The industry has already submitted rent deed executed on 9th September, 2021 between M/s Shine Metaltech Pvt. Ltd. at Village Rajemajra, NH-21, Kurali Ropar Road, Near Toll Plaza, District Ropar-140108, Punjab (“Landlord”) and M/s Gilco India Private Limited at Village Rajemajra, NH-21, Kurali Ropar Road, Near Toll Plaza, District Ropar-140108, Punjab (“Tenat”). The industry has submitted rent deed executed on 21.03.2024 for additional land area 9200 sq.feet between M/s Shine Metaltech Pvt. Ltd. at Village Rajemajra, NH-21, Kurali Ropar Road, Near Toll Plaza, District Ropar-140108, Punjab (“Landlord”) and M/s Gilco India Private Limited at Village Rajemajra, NH-21, Kurali Ropar Road, Near Toll Plaza, District Ropar 140108, Punjab (“Tenant”). The industry has already submitted a copy of letter issued by Department of Town and Country Planning, Punjab vide memo no. 2118 dated 27.09.2012 regarding change of land use for the land measuring 3.018 Acre for M/s Shine Metal Tech. Pvt. Ltd., Village Raje Majra (H.B. No. 192), Tehsil & District Roop Nagar from Agricultural to Industrial purpose. The industry was visited by AEE of this office on 22.07.2024 and it was observed as under: 1. The industry is established in premises of M/s Shine Metaltech Pvt. Ltd. is separated by wall and was in operation at the time of visit. 2. The manufacturing process of the industry is as under: - Raw Material—Furnace—Pouring—Casting Shakeout—Cleaning & Inspection—Finishing. 3. There is no generation of trade effluent and domestic effluent is being discharged onto land for plantation after passing through septic tank installed in sister concern project i.e. Shine Metal Tech Pvt. Ltd. 4. The industry has installed one no. induction furnace of capacity 0.45 TPH and has installed canopy hood with elliptical cut followed by spark arrester and pulsejet bag filter house alongwith stack of height 3 m above top of shed (49 ft) as per design of feasibility report of PSCST, Chandigarh. 5. The industry has installed sand plant for mould manufacturing. 6. The industry has also installed one no. shot blast machine, however the industry has not submitted SAC clearance for the same. 7. The industry has submitted approved site plan from Er. Adarsh Vir Gupta competent person from Director of Factories, Punjab on dated 12.12.2023. In view of above, it is recommended that: - a) The shot blasting machine installed by the industry may be sealed. b) The Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2025 with subject to suitable conditions and following additional conditions: - 1. The industry will comply with the SOP’s for such type of units as recommended by PSCST, Chandigarh. 2. The industry shall not operate shot blasting machines without obtaining site approval from SAC under Factories Act, 1948. 3. The industry shall not generate and discharge any kind of trade effluent from its premises. 4. The industry will stick to the production capacity viz-a-viz discharge mentioned in this consent and will not increase the same without the prior written permission of the Board. 5. The industry shall not carry out any activity in its premise, which can change the category of unit from Orange to Red, without prior permission from PPCB. 6. The project proponent shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 7. The industry shall obtain permission from PWRDA regarding abstraction of ground water, if required. 8. The industry shall obtain authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 within one month. 9. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time. 10. The industry shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received. 11. The consent to operate is being issued to the project proponent based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 12. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent. *Competency Senior Environment Engineer Deemed Approval: 01.08.2024
