The project proponent has applied for obtaining of ‘Consent to Establish’ (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 for establishment of a residential colony (Plotted) having Plots @ 140 in an area of 15.43025 acres (123 Kanal 8.84 Marlas) in the revenue estate of Village Talwara, Humbran Road, Tehsil Ludhiana West, District Ludhiana through OCMMS.
The project proponent has submitted partnership deed. As per this partnership deed Sh. Manpreet Singh S/o Sh. Gurcharanjit Singh, Sh. Harbir Singh S/o Sh. Gurcharnjit Singh & Sh. Harkinder Singh S/o Gurcharanjit Singh are partners in the project.
The project proponent has deposited NOC fee of Rs. 28,800/- vide UTR. No. 446023415 dated 06.06.2024, which is adequate for one year for project cost of Rs. 23.53 crore (Orange Category).
The project proponent has submitted layout plan approved by the Senior Town Planner Ludhiana vide letter no. 653-STP(L)/L.A.-23 dated 09.05.2024 for site area of 15.43025 acres. As per this approved layout plan, there will be 140 plots, 01 Community Centre, 01 School & 01 EWS site. There will be 04 parks having area of 3547.47 square yard. Also there will be green buffer area of 236.97 square yard. Total ground floor area of the plots will be 35634.128 square yard (29805.5 square meters) and considering the FAR ratio of 2.1, total built up area of the project will be 62,591.55 square meters i.e. more than 20,000 square meters. Thus, the project is covered under 8 (a) of the EIA Notification dated 14.09.2006.
The project proponent has submitted feasibility report regarding control of water pollution to be generated from its premises. The project proponent has proposed to install Sewage Treatment Plant of capacity 300 KLD based on biological treatment. Estimated sewage generation of the colony will be 140 plots x 15 persons per plot x 135 ltr per person = 283,500 Litre i.e. 283.5 KLD. The project proponent has proposed to reuse 100 KLD of treated water into flushing through dual plumbing system. Remaining 200 KLD of treated water will be partially reused in 04 parks and green area (1.58 KLD in rainy season, 15.8 KLD in summer season) and remaining treated water (198.42 KLD in rainy season, 184.2 KLD in summer season) will be discharged into sewer line of GLADA leading to STP Balloke. Estimated Municipal Solid Waste generation of the colony will be 665 Kg/day, out of which bio-degradable waste will be 266 Kg/day. The project proponent has proposed to install bio-digester for treatment of bio-degradable waste and remaining 399 Kg/day waste will be handed over to authorized collecting agency. At present, Municipal Solid Waste of Humbran Road area upto new bye pass is collected by M/s A2V Waste Management Pvt. Ltd. i.e. authorized waste collection agency of MCL.
The proposed site was visited on 24.07.2024 by undersigned and it was observed as under:
1. The proposed site is located Humbran road, in the revenue estate of Village Talwara, Tehsil Ludhiana West, District Ludhiana.
2. The project proponent has not started any construction work at site.
3. There is no MAH industry within a radius of 250 meter from the proposed site of colony. Also there is no air polluting industry within a radius of 100 meter from the proposed site of colony. There is no air polluting industries such as rice sheller/ saila plant / brick kiln/ stone crushing/ screening cum washing unit/ hot mix plant/ cement plant etc within a radius of 500 meter from the proposed site. Thus, the site is suitable for establishment of commercial colony and the project proponent has proposed adequate measures to control its water pollution and to handle its municipal solid waste.
4. Sewer line of GLADA passes near to the colony and GLADA sewer line is connected with STP Balloke.
Keeping the above in view, it is recommended that ‘Consent to Establish’ (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project proponent for establishment of a residential colony (Plotted) having Plots @ 140 in an area of 15.43025 acres (123 Kanal 8.84 Marlas) in the revenue estate of Village Talwara, Humbran Road, Tehsil Ludhiana West, District Ludhiana for one year subject to suitable conditions & special conditions that:
1. The project shall obtain Environmental Clearance covered under 8(a) of the EIA Notification dated 14.09.2006 from SEIAA before establishment of project.
2. The project proponent shall not start any construction activities without obtaining Environmental Clearance under 8(a) of the EIA Notification dated 14.09.2006 from SEIAA.
3. The project proponent shall obtain permission from GLADA regarding discharge of its treated effluent into its sewer line.
