The industry is a small scale green category unit and was granted 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/LDH2/2023/24011209 dated 18/01/2024 valid upto 17/07/2024 for manufacturing of Cut Washer @ 120 Kgs/day and Taper Washer @ 180 Kgs/day.
Now, the industry has applied for obtaining fresh consent to operate under the Water Act, 1974 with requisite documents. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 16.75 Lacs as on 31/03/2024 as per CA Certificate dated 17/06/2024, which is adequate upto 31/12/2028 under Water Act, 1974, as per Board's Office Order dated 29/10/2018 after deducting penalty charges.
Earlier, Competent Authority of Board vide no. 411-12 dated 19.01.2024 has decided to issue directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 to restore electric connection of the subject cited industry temporarily for six months i.e. upto 15.07.2024.
The industry was visited by the undersigned on 25.07.2024 and it was observed as under:
1. The industry was in operation.
2. The industry is engaged in manufacturing of Cut Washer @ 120 Kgs/day And Taper Washer @ 180 Kgs/day by using raw material as MS Round @ 200 Kgs/day and MS Tikki @ 300 Kgs/day.
3. The manufacturing process of the industry is as MS Steel Rod - Acid Pickling from Outsource - Bar Drawing – Cutting /Drilling - Turning and Facing - Surface Treatment - Outsource – Packing & Dispatch.
4. The industry has provided septic tank for treatment of domestic effluent and same is discharged into sewer.
5. There is no generation of trade effluent.
6. The industry has not installed any DG set.
7. It has submitted building plans approved by Er. Sukhjinder Singh, Competent person under Factories Act, 1948.
The industry has submitted a request, which is reproduced as under:
“We were submitted CTO application no 25919627 dated 27-06-2024. This application was returned due to following reason. “INDUSTRY WAS ADVISED TO SUBMIT THE CTO APPLICATION IN AUTO RENEWAL SYSTEM”. We are not submitting application in auto renewal system because our power connection was re-stored for 6 months. To restore the power connection permanently application is resubmitted as Fresh.”
In the subject cited case, the industry has mentioned ground water extraction @ 0.380 KLD. Considering 25 working days per month, ground water extraction will be 9.5 KL/month, which is less than 300 KL/month.
In view of above, it is therefore recommended that:
1. 'Consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 may be granted for six months with suitable conditions as per policy of the Board.
2. Directions u/s u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 may be issued to PSPCL authorities to restore the electric connection temporarily for short period of six months.
