File Note: It is submitted that the industry was granted consent to operate under the Air (Prevention and Control of Pollution) Act, 1981 vide no. CTOA/Renewal/PTA/2023/22182370 dated 06/06/2023, valid upto 30/06/2025 for manufacture of Raw Rice (without drier) @ 1.0 T/Hour by using Paddy @ 1.5 T/Hour under orange category subject to conditions mentioned therein. As per the submission made by the industry, it is informed that Sh. Sanjeev Kumar Goyal S/o Sh. Shiv Ram Goyal, proprietor of the rice sheller, died on 20.01.2024. Now, the firm wants to admit Smt. Anumita Goyal as Proprietor to run the same business under the same name and style of M/s Shiva Enterprises (Formerly: M/s Shiva Rice Mills), Rattan Nagar, Tripuri, Distt. Patiala. Accordingly, the industry has applied for fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & under the Air (Prevention and Control of Pollution) Act, 1981 for manufacture Raw Rice (without drier) @ 1.0 T/Hour by using Paddy @ 1.5 T/Hour under orange category along with requisite documents. The industry had already deposited Rs. 3500/- vide UTR. No. 279993659 dated 17.04.2023 on account of consent fee under the Air Act, 1981, which is adequate upto 30.09.2028 against the fixed assets of Rs. 4.88 lakh as on 04.10.2022 as per CA certificate by the industry. The industry has already deposited Rs. 770/- vide UTR No. 487024933 dated 22.07.2024 as water consent fee, which is adequate upto 30.09.2025 against the fixed assets of Rs. 4.88 lakh as per CA certificate dated 18.07.2024 submitted by the industry. The Deptt. of Town and Country Planning, Punjab vide notification no. 6422-CTP(Pb)/SP-40 dated 23.08.2010 has notified the Master Plan, Patiala i.e. the unit can be allowed to operate till 23.08.2025 in non-designated zone. Thereafter, it has to obtain site continuity certificate from Competent Authority. The industry has also submitted stack emissions sampling reports and analyzed by NABL Approved Laboratory on 20.02.2023. As per the report, the concentration of particulate matter is 322 mg/Nm3 (shelling section) against the prescribed limits 750 mg/Nm3, which is within the permissible limits as prescribed by the Board. The industry has submitted compliance report of consents conditions under the Air Act, 1981earlier granted to it. The industry was visited by AEE of this office on 25.07.2024. During visit, it was observed as under: 1. The industry was not in operation. 2. The industry has installed cyclone as APCD with the rice shelling section and with paddy drier section to control process emissions. 3. The industry has provided paved / brick roads inside their premises for movement of vehicles, so as to prevent the generation of dust. 4. The rice sheller has provided brick wall of about 15' height approximately as per latest code of practice in the husk disposal area so as to maintain a free Board of 3.5 ft above the discharge point of rice husk. 5. The industry has provided septic tank for the treatment of domestic effluent generated from its premises and the treated domestic effluent was being utilized onto land for plantation along the boundary of the unit. 6. The industry has not installed any DG set within its premises. 7. The industry has already installed submersible pump as source of fresh water supply. 9. The industry is complying with the provisions of notification dated 15.10.2013. The industry is complying with the consents conditions under the Water Act, 1974 and the Air Act, 1981 granted to it. Keeping above in view, it is recommended that fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention and Control of Pollution) Act, 1981 may be granted to the industry under the name of new partners upto 30.06.2025 for manufacture Raw Rice (without drier) @ 1.0 T/Hour by using Paddy @ 1.5 T/Hour under orange category with the same terms and conditions and additional condition that the industry will obtain site continuity certificate from Competent Authority for its operation after this period, otherwise it has to shift to designated zone as per Master Plan, Patiala.
