It is intimated that earlier Consent to Establish (NOC) for pollution angle under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was granted to the industry vide online reference no. CTE/Fresh/GRP/2023/22368575 dtd 26/07/2023, which is valid upto 25/07/2024 under orange category.
Now, the industry has applied for obtaining fresh consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 under orange category. The project proponent has submitted various documents, which are enclosed along with the application, which may kindly be pursued.
The industry has deposited Rs. 9000/- vide UTR No. 69684439 dated 24/07/2024 & Rs. 9500/- vide UTR No. 257087801 dated 24/07/2024 as consent to operate fee under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 including Rs. 500/- as Form Downloading fee against total gross value of fixed assets worth Rs. 24,61,837/- as on 31/03/2024 and same are adequate upto 30/09/2029 under both Acts.
The industry has submitted the completion certificate and drawing of the PSCST, Chandigarh vide letter no. PSCST/TFD/85 dated 25/06/2024 that the industry has installed cupola furnace and air pollution control device having melting capacity less than 3T/hr as per the technology evolved by PSCST, Chandigarh.
It is submitted that approximately 50 nos. cupola units have been closed after the consideration of the city in the Critical/Severally polluted area. Therefore, it is apprehended that there will be no increase in the value of the air pollutants. Submitted please.
The industry was visited by the officer of this office on 25/07/2024 and observed as under:-
1. The industry was not in operation during the visit.
2. The industry has installed a cupola furnace with wet cap as an APCD.
3. The industry has constructed a re-circulation tank with pump motor fitted over it.
4. The industry has erected a pipe network for the re-circulation of the scrubbed water.
5. There is no source of trade effluent.
The project proponent has submitted Approved Building Plan from the competent person under the Punjab Factories Act, 1948.
The project falls in Orange category in small scale sector, hence competency to decide the case lies with the Senior Environmental Engineer of the Board in the light of Head Office, Patiala letter no. 19650-761 dated 30/04/2013.
In view of above, it is recommended that the fresh consent to operate under Water (Prevention& control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/09/2029 with suitable conditions. |
