It is intimated that the industry is a small scale red category dyeing unit and was granted consent to operate under Water Act, 1974 vide no. CTOW/Renewal/LDH3/2023/21779318 dated 27.12.2023 and Air Act, 1981 vide no. CTOA/Renewal/LDH3/2023/21681887 dated 27.12.2023 for the production of Polyester @ 3750 Kgs/day and Cotton/Cotton Blended Fabrics @ 9 Metric tons/day with the disposal of trade effluent @ 650.0 KLD and domestic effluent @ 4.0 KLD into CETP, which are adequate upto 26.12.2024 and 31.03.2025, respectively.
Thereafter, the industry was granted NOC for expansion under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Exp/LDH3/2024/25361097 dated 30.05.2024 for production of Polyester @ 4900 kgs/day and cotton/cotton blended fabric @ 11700 kgs/day with discharge of trade effluent @ 846 KLD and domestic effluent @ 4.0 KLD into CETP-15 MLD, which is adequate upto 29.05.2025.
The NOC was granted after considering facts that the industry had added a new director in its firm, newly added director is Sh. Rajnish Gupta. Mr. Rajnish Gupta was earlier Director of a firm M/s Shri Balaji Finishing Mills Pvt. Ltd., Dyeing Complex, Bahadurke Road, Ludhiana, which was granted "Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2023/21680780 dated 21.09.2023 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH3/2023/21680662 dated 12.09.2023 for the production of polyester dyeing @ 10.5 metric tonnes/day, finishing of dyed polyester cloth (tubler) @ 04 metric tonnes/day, finishing of dyed polyester cloth (compactor) @ 04 metric tonnes/day and finishing of dyed polyester cloth (raising) @ 2.5 metric tonnes/day with disposal of trade effluent @ 1400.0 KLD and domestic effluent @ 3.0 KLD into the sewer leading to CETP, which are valid upto 31.03.2028 and 30.06.2028, respectively. Mr. Rajnish Gupta had proposed to utilize its 200 shares out of 1400 shares of its previous firm M/s Shri Balaji Finishing Mills Pvt. Ltd., Dyeing Complex, Bahadurke Road, Ludhiana into M/s Sadan Hosiery Private Ltd.
Thereafter varied consent to operate w.r.t 1200 shares were also granted to M/s Shri Balaji Finishing Mills Pvt. Ltd.
Now, the industry M/s Sadan Hosiery has applied for new consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the production of Polyester @ 4900 kgs/day and cotton/cotton blended fabric @ 11700 kgs/day with discharge of trade effluent @ 846 KLD and domestic effluent @ 4.0 KLD into CETP-15 MLD. The industry has deposited Rs. 2,82,000/- vide UTR No. SBIN524186293042 dated 04.07.2024 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 2,82,000/- vide UTR No. SBIN524186292186 dated 04.07.2024 under Air (Prevention & Control of Pollution) Act, 1981, which are adequate upto 31.03.2030.
The industry has submitted copy of CLU from ATP, Municipal Corporation, Ludhiana vide no. 21/ATP/A/D dated 15.04.2024 mentioning that the site of the industry falls in Industrial Zone as per Master Plan Ludhiana.
The industry had already submitted all necessary documents required for obtaining CTO of the Board, while obtaining NOC and the NOC was granted to the industry after considering all those documents.
The industry was visited by officer of this office on 25.07.2024 and observed as under:
1. The industry was in operation and engaged in the process of dyeing of fabrics.
2. The industry has installed 09 soft flow machines of capacity (1000KgX1), (750KgX1), (600KgX4), (400KgX2) and (250KgX1) inside the premises.
3. In addition to the dyeing machinery the industry has also installed 01 no rotary screen printing and 01 continuous washing machines inside the premises.
4. The entire trade effluent as well as domestic effluent was being discharged into dedicated sewer system leading to CETP 15 MLD after collecting in into a collection tank.
5. The industry has installed a digital flow meter at the final outlet leading to CETP. The industry has installed SCADA system and the SCADA system of the subject cited industry was found connected with CETP server during visit.
6. The record from SCADA system of CETP was checked and as per record generation of effluent during the period of Jan, Feb, March and April 2024 is 531, 552, 495 & 485 respectively.
7. The industry has installed one boiler of capacity 05 TPH and one thermopak of capacity 200000 Kcal/hour with common stack of adequate height inside the premises, separate cyclones followed by wet scrubbers were installed with boiler and thermopak. The industry is using pet coke as fuel for boiler as well as thermopak and it is complying with the code of practice framed for using pet coke as fuel. During visit stack of the industry was almost clear as it was not emitting black/ dense smoke from its stack. Compliance status of code of practice for utilizing pet coke as fuel is enclosed herewith.
8. Earlier, air emission sampling of the industry was carried out on 21.11.2023 and as per the analysis report received from the zonal lab, concentration of SPM & SO2 were found 280 mg/Nm3 against the limit of 500 mg/ Nm3 and 275 mg/Nm3 against the limit of 400 mg/Nm3, hence same were found within the limits prescribed by the Board.
9. The industry has installed 01 DG set of capacity 400 KVA fitted with canopy.
10. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of above, it is recommended that fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 maybe granted to the industry for the production of Polyester @ 4900 kgs/day and cotton/cotton blended fabric @ 11700 kgs/day with discharge of trade effluent @ 846 KLD and domestic effluent @ 4.0 KLD into CETP-15 MLD upto 30.06.2029 with usual terms & conditions.
