it is submitted that earlier, the site of the poultry farm was visited by the officer of the Board on 13/10/2023 and it was found not complying with the siting criteria framed by CPCB in the year 2015. Therefore, the consents to operate applied under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollutlon) Act, 1981 were refused vide no. CTOW/Fresh/BAR/2023/23908462 dated 23.10.2023 and CTOA/Fresh/BAR/2023/23908453 dated 23.10.2023. Further, the matter was considered by the Competent Authority directions u/s 33-A of the Water Act 1974 and the Air Act, 1981 were confirmed as under:
1. The poultry farm to take all necessary steps to close down its operations and stop forthwith discharging any effluents/ wastewater onto land for stagnation/ inland surface water/ irrigation or through any mode.
2. The poultry farm shall immediately stop its operation /activities and will not restart the same unless all necessary water pollution control measures are taken as per guidelines of Central Pollution Control Board as well as Punjab Pollution Control Board.
3. The poultry farm shall not restart discharging the wastewater until it obtain consents to operate under the Water Act, 1974 and the Air Act, 1981.
4. The Punjab State Power Corporation Ltd. authorities is directed to disconnect the supply of electricity available to the poultry farm.
The PSPCL authorities were also directed to disconnect the supply of electricity available to the poultry farm vide Board's letter no. 3958-61 dated 30.10.2023. The electric connection was also disconnected by the PSPCL authorities vide TDCO dated 15.12.2023.
Now, the poultry farm has resubmitted the application for obtaining fresh CTE after complying with the siting guidelines. In view of recommendations given by Regional Office, the Competent Authority has allowed to grant NOC for the establishment of a new broiler farm of capacity 8,000 Number/day at VPO Karamgarh, Tehsil and District Barnala under the green category.
In view of above, the directions issued to the poultry farm are required to be dropped. As such, may if approved, Competent Authority be requested to direct the PSPCL to restore the electric connection of the poultry farm permanently, please.
