The Report / recommendations by RO be perused. It is intimated that SEIAA vide letter no. 4733 dated 02.09.2021 had earlier informed the Board that in the NGT matter (O.A no. 298/2020), it has been requested to the Regional Office, MOEFCC Chandigarh to clarify whether units like plywood/mica/veneer which manufacture formaldehyde or its resins for their in-house use as adhesive/ glue are covered under the aforesaid orders of the Hon’ble NGT dated 03.06.2021 in OA No. 298 dated 2020 or not. However, there is no intimation, thereafter to this Office about the reply if any given by the MOEFCC to the SEIAA or the Board. Now, the industry in question is a plywood unit which is also manufacturing glue for in house use by using urea and formaldehyde as raw material. The similar case, of M/s N.R Plywood the industry was granted short term consent and Head office policy branch was requested to clarify the policy regarding the plywood unit in the above said matter. May if approved, the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2025 with suitable terms and conditions and with special condition that A) in case MOEFCC/SEIAAq/NGT shall direct such units to obtain Environment clearance(EC), than the industry is bound to obtain EC as required under notification 2006 B) The industry shall not operate the glue cattle and shall not manufacture formaldehyde based glue without the permission of the Board. C) The industry shall provide/upgrade its pollution control arrangements as per the design being provided by PSCST. D) The industry will ensure that that there shall be no Black smoke from its boiler stack due to use of inhouse plywood wastage or any other reason. E) The industry shall provide CCTV Cameras facing stack and fuel being used so as to ensure that there will be no Black smoke. F) The industry shall submit sample testing fee for stack sampling within 15 days and Regional Office to collect samples immediately. G) The industry shall operate only those machinery for which it has obtained forest license from Department of Forest. Competency:- SEE-J |
