CTOW/Renewal/LDH4/2020/13912160 dated 19.12.2020 which is expired on 30.06.2024 under Water (Prevention & Control of Pollution) Act, 1974 & vide no. CTOA/Renewal/LDH4/2020/13911767 dated 19.12.2020 which is expired on 30.06.2024 under Air (Prevention & Control of Pollution) Act, 1981 with suitable conditions………………………… Now, the industry has applied varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. The industry has submitted requisite documents through OCMMS………………………………. The industry has also submitted the detail of increased machinery, as per which the industry has installed new CNC machines……………………………... The industry has deposited consent fee, which is adequate upto 31.03.2029…………… To verify the facts, the industry was visited by AEE of RO on 24.07.2024 and it was observed as under: - 1. The industry was in operation and is engaged in manufacturing of cycle parts including electroplating, pickling, forging process. 2. The industry is engaged in process of electroplating, pickling, vibrating/barreling and forging. 3. The observations in various sections are given below:- i. Nickel/chrome plating section:- a. The industry has installed two separate nickel chrome plating plants having 20 tanks for various processes. Separate water meters have been provided for these two lines with complete accessibility. b. The industry has installed one water meter for this section reading of which was 3016 KL. Reading of second meter was 3543.27 KL. c. The industry has provided 07 wet vibrators in this section. d. The effluent from this section is collected in collection tank no. 1 for further treatment in the ETP installed by the industry. ii. Sheet metal pickling section:- a. The industry is carrying out pickling of metal sheets in this section. b. The industry has provided 8 tanks for pickling of the sheet metal. c. Now, fresh water for this section is taken from ETP recirculation which is color coded. d. The industry has provided new collection tank of capacity 4000 ltrs which is placed in a pit lined with bricks. It had about 3500 ltr of effluent in store. e. The effluent from the above collection tank is taken to the final collection tank no. 2. iii. Vibrator and barreling section:- a. The industry has provided 27 wet vibrators near the sheet metal pickling section. b. The effluent from these is carried to final collection tank no. 2. c. Reading of water meter in this section was 1104.78 KL. d. The industry has also provided 6 washing barrels in this section. The waste water from these barrels in collected in a tank for re-circulation. The tank has been lined with cement concrete. iv. Wire coil pickling area:- a. The industry has provided two tanks of capacities about 4000 ltrs for pickling of wire coils. b. The industry has installed water meter at the source of fresh water in this area and the reading of the same was 789.18 KL. c. The industry has provided a storage tank of capacity about 5000 ltr. v. Handle pickling area:- a. The industry has provided 4 tanks for pickling of bicycle handles. b. Now, fresh water for this section is taken from ETP recirculation which is color coded. c. The industry has provided a collection tank of capacity 500 ltrs for collection of effluent from this section. d. The effluent from this tank is taken to the final collection tank no.2. vi. ETP section:- a. The industry has provided an ETP based on electro precipitation principle for treatment of nickel/chrome plating effluent. b. The ETP consists of components- collection tank – electro precipitation tank – sludge press- aeration tank – re-circulation tank. c. The water from different parts of the ETP is carried to other parts using color coded fixed pipes. d. Water meter has now been provided at the outlet of ETP and reading of the same was 1463.52 KL. e. The representative claimed that the treated effluent is reused in the process. f. The representative of the industry informed that the sludge collected in the sludge press is dumped in the effluent collection tank no. 2 and is got lifted to M/s JBR Technologies Pvt, Ltd., Ludhiana. g. The industry has made MOU with CETP operator for lifting of effluent generated @ 35 KLM. The industry has also made MOU with authorized spent acid re-processor @ 4 KLM. h. The industry is maintaining records of the water meter installed at the various sections, as per which the industry has consumed (3016-2974.129) + (1104.78-1090.563) +(3543.27-3486.631) + 789.18-779.521) = 122.386 KL since 01.05.2024. Opening balance stored as on 01.05.2024 was noted as 6.350 KL. The industry has got lifted 97.2 KL of effluent and spent acid in the said period. The total effluent stored in various tanks provided by the industry is about 20-21 KL. Thus, considering the evaporation losses, the fresh water consumed in the process area is almost similar to the effluent lifted. 4. The industry has installed two brazing furnaces with adequate stack height. 5. The industry has installed one boiler with FBC of capacity 1 TPH in which rice husk used as fuel. The industry has installed cyclone followed by HRV as APCD with the boiler furnace. The industry has now made agreement for disposal of fuel ash for disposal into low lying area. 6. The industry has two diesel fired brazing furnace having adequate hood/stack. 7. The industry has provided 02 D.G. sets of capacity 800 KVA and 65 KVA, placed in acoustic room. 8. The industry has submitted B.G. of amounting Rs. 2.0 Lacs, which is valid upto 23.05.2025. It is pertinent to mentioned here that the industry has applied as medium scale unit as per MSME notification. As such, the industry is complying with Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. As proposed by Regional Office, may, if approved that consent to operate under Air (Prevention & Control of Pollution) Act, 1981 be granted to the industry upto 31.03.2029 with usual conditions.
