The industry is small scale red category unit ………………………..
Earlier, the industry was surprisingly visited by AEE of RO on 14.11.2022 regarding identification of the chemicals used by the industry in its process of acid pickling as the industry has made an agreement with M/s Keshav Chemicals Marketing Company, E-578, Phase-7, Focal Point, Ludhiana for lifting of its trade effluent @ 2000 ltr/month……………………………….
Accordingly, the effluent sample was collected from the acid pickling process of the industry and as per the results of analysis report, the industry has been found both HCL and H2SO4 in the acid pickling tank. The industry was found violating the provisions of Water (Prevention & Control of Pollution) Act, 1974 as it is lifting HCL containing trade effluent to the re-processor facility……………………….
Accordingly, the consent to operate under the Water Act, 1974 was revoked vide Zonal Office -2, Ludhiana letter no. 704 dated 14.02.2023 and directions u/s 33- A of the Water Act, 1974 was issued to the PSPCL Authorities for disconnecting the electric connection of the industry vide Board letter no. 710 dated 14.02.2023……………………………….
Thereafter, the industry was granted CTO under Water Act, 1974 vied no. CTOW/Varied/LDH4/2024/24951029 dated 07.03.2024 valid upto 06.08.2024 with suitable conditions and electric connection of the industry has also been restored temporary upto 06.09.2024………………………………………….
Now, the industry has applied for varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 through OCMMS for Drawing of Wire on job basis @ 8 TPD by using wire rod @ 9 TPD as raw material……………………………
The industry has deposited Consent fees, which is adequate upto 30.06.2026…………………...
To verify the facts, the industry was visited by the AEE of RO on 23.07.2024 and it was observed as under: -
1. The industry was in operation during visit.
2. The industry is engaged in wire drawing including acid pickling process. The industry has constructed 03 no. tanks for acid pickling process.
3. The industry has now made new agreement with M/s Keshav Chemicals Marketing Company, Phase-7, Focal Point, Ludhiana for lifting of effluent @ 15,000 Ltr./Month.
4. The industry is maintaining the record of total water consumption viz-a-viz effluent lifted. As per bill produced by industry, the industry is using spent H2SO4 in its process.
5. The industry has provided new water meter in the process area on the source of fresh supply of water and the reading of the same was 105.07 KL. As per record the industry has consumed fresh water @ 87.67 KL from 01.03.2024 and has lifted out 67.5 KL to CETP operator and around 9400 ltr was lying stored in collection tank.
6. No D.G set has been installed.
7. The industry has been visited thrice time i.e. 08.08.2023, 24.02.2024 and 23.07.2024 and found complying with the provisions of Water Act, 1974.
As proposed by Regional Office, may, if approved:-
1. Varied consent to operate under the Water Act, 1974 be granted to industry upto 30.06.2026 with the suitable conditions.
2. Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 be issued to the PSPCL authority to restore electricity connection of the industry permanently.
