It is intimated that the industry has applied for varied consent to operate under the Water Act, 1974 and Air Act, 1981 for manufacturing of products fasteners and sheet metal components @ 30 Metric Tonnes/Day.
To verify the compliance, the industry was visited by RO on 11.07.2024 and observed as under:-
1. The industry is engaged in the process of manufacturing Fasteners and sheet metal components with Zinc Plating/ Phosphating/Heat-Treatment processes.
2. The manufacturing process of the industry is Raw Materials - Cold Forging/Blanking- Heat Treatment - Surface Grinding- Zinc Plating- Inspection- Ready for Dispatch.
3. The industry is having 02 no. of Submersible Pump as source of fresh water supply and has installed the water meters. As per record maintained by the industry it has extracted 4976.8 KL fresh water from the above said submersible pumps during the period 01.04.2024 to 11.07.2024 on an average basis of @ 48.79 KL/Day.
4. The industry has installed the ETP based on ZLD system consisting of Oil & Grease Trap- Equalization Tank- Reaction Chamber- Neutralization Tank- Primary Settling Chamber- Spiral Filters - Treated Water Collection Tank- Multi Media Filter- Activated Carbon Filter- Micron Filter- RO Membrane- RO permeate Water Tank- RO Reject Water Tank- Evaporator- Filter presses.
5. It has installed new Heat Treatment and Phosphating Sections. It has installed the water meters at Zinc Plating Section (automatic), Zinc Plating Section (Manual), Inlet of ETP, RO Permeate, MEE feed pipe, Gas fired Boiler, Phosphating Section. The industry is maintaining the record of fresh water consumption in process areas/ water treated in ETP based on ZLD system and as per record maintained by the industry the details are not synchronized with the fresh water consumed in process areas as well as effluent reached at inlet of ETP, effluent treated etc. Feed to MEE and sent for re-cycle/re-use considering the evaporation losses.
6. It has installed new phosphating and Heat Treatment Section without prior approval of the Board.
7. No water meter has been provided for use of raw water in Heat Treatment Furnaces for cleaning of Tanks.
8. It has installed the STP consisting of Collection Tank - MBBR - Reaction Tank - Tube Settler Filteration Tank - Multi Media Filters - Final Outlet, to treat the domestic effluent. During visit the samples of treated domestic effluent were collected and as per analysis report received on 25.07.2024 the concentration of various parameters such as pH=7.7, TSS = 252 (mg/l), TDS = 533 (mg/l), COD = 316 (mg/l), BOD = 95 (mg/l), O& G = 5.2 (mg/l). The industry is not achieving the prescribed standard as stated above.
9. Now, the industry has stopped its lifting of its trade effluent to J.B.R. Technologies Pvt. Ltd.
10. It has installed a D.G. set of 600 KVA with canopy but inadequate stack height. It has installed a D.G. Set of 1200 KVA with canopy and inadequate stack height.
11. It has provided Hazardous Waste Storage room of size 8’*12’*12’ in which 202 Bags of 20 kg each were lying stored. It has not provided the Lock and Key facility to Hazardous Waste Storage room. The roof of the room is having of M.S. Sheet in which holes at various places observed.
12. The industry is selling its product with Brand name “MEL Mitter”, hence industry is required to obtain Registration under Plastic Wastes Management Rules.
The report of RO has been perused and it has been observed as under:-
1. The RO reported that the industry has installed new phosphating and Heat Treatment Section, but, RO has not intimated whether the industry has obtained NOC of the Board or not before installing phosphating and Heat Treatment Section.
2. The RO has not intimated the increase in discharge, evaporation rate of ZLD and not commented on adequacy of ZLD.
If approved, RO may be requested to clarify the above, please.
