• It is intimated that the project proponent is a small scale orange category residential project covered under category 2091 i.e. Area/Infrastructure Development Project (Not covered under EIA notification 2006).
• The project proponent has applied for ‘Consent to Establish' (NOC) for the establishment of a residential colony at Village Nurmahal, H.B. No. 64, Tehsil Phillaur, District Jalandhar.
• As per the site plan submitted by the project proponent, it shall have RESIDENTIAL PLOTS @ 128 Numbers/Day, EWS PLOTS @ 21 Numbers/Day and COMMERCIAL SHOPS @ 30 Numbers/Day.
• The project proponent has submitted a letter from Additional Deputy Commissioner (Urban Development), Jalandhar vide its Memo No. 6489 dated 16.07.2024 for setting up a residential colony the land measuring an area of 7.368 acres falling within the limits of Nagar Council, Nurmahal.
• The project proponent has submitted a letter from Municipal Council, Nurmahal Jalandhar vide no. 785 dated 19.07.2024 which is reproduced as under:-
ਆਪ ਨੂੰ ਸੂਚਿਤ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਆਪ ਵੱਲੋਂ ਨੂਰਮਹਿਲ ਵਿਖੇ ਜੋ ਨਵੀਂ ਕਲੋਨੀ ਵਿਕ਼ਸਤ ਕੀਤੀ ਜਾ ਰਾਹੀਂ ਹੈ ਉਸ ਕਲੋਨੀ ਨੂੰ ਨਗਰ ਕੌਸਲ, ਨੂਰਮਹਿਲ ਵੱਲੋਂ ਸ਼ਹਿਰ ਅੰਦਰ ਪੀਣ ਵਾਲੇ ਪਾਣੀ ਦੀ ਸਪਲਾਈ ਅਤੇ ਸੀਵਰੇਜ ਨਾਲ ਨਗਰ ਕੌਸਲ ਵੱਲੋਂ ਪ੍ਰਵਾਨਗੀ ਦੇਣ ਅਤੇ ਬਣਦੀ ਫੀਸ ਜਮ੍ਹਾਂ ਕਰਵਾਉਣ ਉਪਰੰਤ ਜੋੜਿਆ ਜਾ ਸਕਦਾ ਹੈ।
ਨਗਰ ਕੌਂਸਲ ਵਿਖੇ 2.60 ਐਮ. ਐਲ. ਡੀ. ਕਪੈਸਟੀ ਦਾ ਐਸ. ਟੀ. ਪੀ. ਲੱਗਾ ਹੋਇਆ ਹੈ। ਇਸ ਲਈ ਉਕਤ ਨਵੀਂ ਵਿਕਸਿਤ ਹੋਣ ਵਾਲੀ ਕਲੋਨੀ ਦਾ ਸੀਵਰੇਜ ਦਾ 80 ਕੇ. ਐਲ. ਡੀ. ਤੱਕ ਪਾਣੀ ਨਗਰ ਕੌਂਸਲ ਦੇ ਸੀਵਰੇਜ ਵਿੱਚ ਪਾਇਆ ਜਾ ਸਕਦਾ ਹੈ!
• The project proponent has submitted feasibility report for control of pollution. As per the brief project report the occupancy/population has been estimated to be 640 persons. As per the feasibility report, STP of capacity 100 KLD has been proposed to be installed at site based on MBBR technology which is principally adequate and the waste water generation will be 80 m3/day.
• The project proponent has proposed to dispose off its treated effluent into MC Sewer.
• The project shall generate solid waste which will be segregated into recyclable, Biodegradable and inert waste. Compost pits for the treatment of biodegradable shall be installed. Recyclable waste shall be sold to recyclers. Non-Bio-degradable waste will be disposed off as per the Solid Waste Management Rules, 2016.
• The proposed site was visited by officer of the Board on 26.07.2024. The site of the project falls within Municipal limit of MC Noormahal. The project proponent has demarcated the boundary wall of the proposed project at site. No MAH industry/cement plant/ grinding unit/ rice sheller/ saila plant/ stone crushing/ screening cum washing unit/ hot mix plant exists within a radius of 500 m from the boundary of the proposed site of the project. However there is one BKO namely M/s Cheema BKO, Uppal Jagir Road, Noormahal, Jalandhar at a distance approx. 463 meter (as checked through Google Map) from the boundary wall of the proposed colony. No air polluting industry located within 100 m of the boundary of the proposed site. Therefore, the site of the project is not conforming to the sitting guidelines laid down by the Govt. of Punjab, Department of Science Technology and Environment vide order dated 25/07/2008 as amended on 30/10/2009 and as per MOEF & C Notification dated 22.02.2022 as per which 0.8 Km (800 meter) has been prescribed a minimum distance of BKO from habitation.
Keeping in view of above, it is recommended that consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be refused.
