It is intimated that the project proponent has applied for consent to establish (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the manufacturing of Formaldeyde @ 200 MTD from Methanol @ 96 MTD and DM Water @ 108 MTD at Plot no. 12-13-14-15-16-18-19-20-21-22-23, Industrial Focal Point, Mini Growth Centre, Tanda, Distt. Hoshiarpur. The proposed industry is small scale (plant & machinery 2.5 crores) red category unit.
The industry is covered under EIA notification 2006 as well as under SAC. The industry has obtained Environmental Clearance vide E.C dentification no. 23B021PB124053 for manufacturing of formaldehyde @ 200 TPD. The site of industry falls in approved Focal Point, as such SAC clearance is granted.
The site was visited by officer of this office on 24.07.2024 and observed that the site is located in Industry Focal Point (mini growth centre, Tanda. During visit, the construction work of boundary wall is undergoing. There is no residential colony within periphery of 250 m from the proposed site. (As confirmed telephonically). As per report from RO, the site is suitable for proposed industry.
The industry has proposed to install ETP-cum – STP of 10 KLD for the treatment of the wastewater generated from its premises and will be discharged onto land for plantation. The trade effluent generation will be 6.5 KL and domestic effluent will be 0.8 KLD which is as per the E.C granted.
The industry has proposed to install 01 no. Boiler of capacity 1 TPH along with wet scrubber as APCD and HSD used as fuel. The industry has proposed spray tower as APCD, however, as per E.C. packed bed scrubber is allowed. The industry proposed to install 01 No. DG Set of capacity @ 250 KVA with canopy.
May if approved, consent to establish (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for one year with suitable terms and conditions and with special conditions that :
1) The project proponent shall comply with the conditions of Environmental Clearance granted to it. (The conditions related to Environmental shall be imposed separately also).
2) The industry shall install APCD as proposed in the Environmental Clearance i.e. packed bed scrubber.
3) The industry shall submit approved building plan from Director of Factories Punjab, before commissioning of its unit.
4) The project proponent shall not operate its unit without consent to operate of the Board.
5) The project proponent shall obtain permission for water extraction from concerned department.
6) The project proponent shall comply with the pollution control laws.
7) The project proponent shall obtain necessary permission before consent to operate from the concerned Department, if any.
