The Project Proponent has applied for obtaining fresh ‘Consent to Establish’/NOC under the Water Act, 1974 and the Air Act, 1981 to establish bakery unit for manufacturing of Bakery Products @ 01 T/day at Mega Food Park, Ladhowal (established by Punjab Agro Industries Corporation Limited), Tehsil Ludhiana West, District Ludhiana.
Details of case are as under:
1. The project proponent has submitted project report stating the total value of fixed assets as Rs. 3.05 Crores.
2. The project proponent has deposited Rs. 8400/- vide UTR No. 000147253966 dated 24.06.2024 as NOC fee which is adequate for project cost of Rs. 3.05 Crores (Green Category).
3. The Punjab Agro Industries Corporation Limited has issued LoI to the PP vide no: PAIC/PJD/MFP/853 dated 29.11.2022 for the site area of 772.1 sq. yards (plot no. 41-A-1) and this LoI/lease is valid for 99 years.
4. The industry has submitted Partnership deed stating that Mr. Ramesh Chander Chhabra and Mrs Vaani are partners of the firm.
5. The PAIC has granted permission to the industry vide letter no: PAIC/MFP/2023-24/Vani Foods/273-75 dated 19.01.2024 to discharge 03 KLD domestic effluent into the CETP of Mega Food Park. The PAIC has also granted permission to dispose of soild waste generated from the industry at Solid Waste Processing plant of PAIC located at Mega Food Park.
6. The project proponent has proposed to install Gas Burners, Labelling Machine, Frying line, Cutting Machine, Hot press Packing Machine, Roasting Line /Baking Machines, Chopping Machine, Dow mixing Machines, Grinding Machine, Vacuum packing Machine, Food quality checking Machines.
7. Existing capacity of the CETP of MFP is 02 MLD. There are 08 units operating at MFP and their combined discharge is (500 + 75 + 8 + 77 + 8+70+ 4 +2) 744 MLD. There is one units under construction (obtained NOC from Board) and its discharge will be 668 KLD. Thus, there will be a capacity of 2000 – 744 – 668 = 588 MLD at CETP of MFP.
8. As per application form, there will be no generation of trade effluent from the process. Only domestic effluent will be generated from the industry.
The site of the industry was visited by undersigned on 27.07.2024 and it was observed that the proposed site is located at plot no. 41-A-1, Mega Food Park, Ladhowal, established by PAIC. CETP of Mega Food Park is operated by PAIC. The project proponent has not started construction at site.
Thus, the project proponent has obtained necessary permissions from the PAIC for discharge of its domestic effluent and site of the industry is suitable for establishment of such type of units as the Mega Food Park is only for the industries engaged in food processing as this project as it is funded by Ministry of Food Processing Industries (MoFPI).
Keeping in view of above, it is recommended that ‘Consent to Establsih’/ NOC may be granted to the project proponent for establishment of unit for manufacturing of bakery products @ 01 T/day alongwith discharge of domestic effluent @ 3.0 KLD for one year subject to suitable conditions along with following special conditions that:
A) The industry shall discharge only domestic effluent @ 3.0 KLD into CETP of MFP.
B) The industry shall not generate any trade effluent. In case industry generates any trade effluent, it will obtain revised 'Consent to Establish'/NOC from the Board.
C) The industry shall comply with all the conditions imposed by PAIC vide letter no: PAIC/PJD/MFP/853 dated 29.11.2022.
D) The industry shall strictly comply with inlet standards of CETP as prescribed by PAIC vide letter no: PAIC/PJD/MFP/500 dated 27.09.2021.
E) If the parameters of effluent fall outside the inlet limits of CETP, the industry shall install its own primary treatment facility to achieve inlet standards of CETP.
F) The industry shall dispose off its bio-degradable solid waste at Solid Waste Processing Plant of PAIC at Mega Food Park, Ladhowal.
G) The industry shall not increase its production capacity beyond 01 TPD. In case capacity increase beyond 01 TPD, the Project Proponent shall obtain revised 'Consent to Establish'/NOC from the Board.
H) The Project proponent shall not start its production without obtaining 'Consent to Operate' under the Water Act, 1974 & the Air Act, 1981 from the Board.
