File Note: Earlier the PP has obtained CTE for Hotel facility with party halls to conduct functions and event catering and rooms, Party Hall at Ground floor, Restaurant at First floor, Bar at First floor, Party Hall I at Second floor, Party hall II at Second floor and Rooms Facility @ 16 Rooms vide no. CTE/Fresh/BTI/2022/18154771 dated 6.4.2022 with validity upto 5.4.2023. The project proponent has now applied for consent to establish/NOC for the establishment of hotel through online on OCMMS for Hotel facility with party halls to conduct functions and event catering and rooms, Party Hall at Ground floor, Restaurant at First floor, Bar at First floor, Party Hall I at Second floor, Party hall II at Second floor and Rooms Facility @ 16 Rooms, with requisite documents. The site of the project proponent falls in the revenue area of Bathinda. In the proposal the project proponent has submitted CLU from Local Government, Punjab, vide memo no. PB/CLU/BTI/BATHI/1112 dt. 27.10.2021 for 0.82 Acres. The project proponent has deposited CTO fees of Rs. 90000/- through online vide R.No. POD025545707 & POD025546411 dated 19.06.2024 against the project cost of Rs. 975.77 lacs, which is adequate 31.12.2028, under orange category. Ø The project proponent has submitted a copy of partnership deed and as per the deed Sh. Jagdish Grover S/o Sh. Parkash Ramsingh Grover and Sh. Gurpreet Grover S/o Sh. Jagdish Grover, are two partners. Ø The site of the hotel was visited by AEE of this office on 25.7.2024 and it was observed as under: - 1. The Project has not yet commissioned and will commission project soon after inauguration. The civil work was almost complete and the repair works were going on. During visit occupancy was zero. 2. The Project has party halls, hotel rooms and restaurant. 3. The project proponent has installed STP having capacity @ 15 KLD for the treatment of domestic effluent, consists of Bar Screen - Oil & Grease Trap à Collection cum Equalization Tank - Aeration Tank (MBBR) - Secondary Clarifier - Chlorine Contact Tank - Pressure sand filter - Activated carbon filter - Filtered water tank - Sludge drying bed. And has submitted completion certificate for the same. During visit the STP was under stabilization and the water meter reading was 2.6 KLD. 4. The project proponent has made provisions to discharge its treated domestic effluent for flushing as well as for plantation (fresh plantation/ potted plants along with existing trees) inside its premises in the parking area and front side of the project. 5. The project proponent has installed DG sets 125 KVA, 125 KVA & 62.5 KVA with canopy and adequate stack height. 6. The PP has provided 2 no. compost pits for treatment of the in-house solid waste with provision for sale of the recyclable solid waste. 7. The PP has provided exhaust ducting in the kitchen section for discharge of the emissions. From the above it is clear that project is complying with the provisions of the Water Act, 1974 & Air Act, 1981. Keeping in view of above it is recommended that Consent to operate may be granted to the project proponent for the operation of hotel cum banquet with validity upto 31.12.2028 with condition that the PP shall submit the copy of the occupancy/ completion certificate from the concerned authorities.
