It is submitted that the industry is a small scale orange category unit and has applied for obtaining NOC/Consent to Establish of the Board for manufacturing of Gatta @ 780 MT/Year by using Paddy, Waste Cottan Wood West, Scrap Paper @ 780 MT/Year and Pulp @ 1440 MT/Year as raw material at Village Dhaula, Tehsil Tapa and Distt. Barnala.
The industry has deposited NOC fee of Rs. 2900/- vide UTR No. AXSK241640009550 dated 12.06.2024 against the proposed value of fixed assets of Rs. 30.00 lacs, which is adequate for one year.
The industry has submitted land use classification issued from DTP, Barnala vide letter no. 192 DTP(Barnala)/SS-130 dated 04.04.2024, as per which site is falls in revenue estate of Village Dhaula-B, H.B. No. 55 having khasra no. 90//16 (7-0), 25 (3-6) total measuring land is 10 kanal 6 marle. There is no any MC limit or village phirni within 100 mtr of site. Site falls under Local Planning area, Barnala and Master Plan of same has been sent to Head Office for permission after preparing under AMRUT scheme. Site falls in mixed land use area as per draft master plan Barnala. But, Master Plan has not yet notified, therefore, the activity at said site is permissible with condition that "The applicant shall be liable to abide by the provisions of master plan shall also be bound to follow the provisions of section 79 along with other provisions of PRTPD Act, 1995. In case the site fall in non-confirming land use zone after the notification of master plan and no claim shall be demanded by the applicant from the department." It is also pertinent to mention here that there is a 11 KVA HT wire passing from the site. The industry shall be bound to keep no construction zone as per Building Rules 2021 near the HT wire.
The industry has also submitted revenue department report issued from Tehsildar Tapa vide dated 19.04.2024 which is stating as under:-
1. There is no lal lakir/phirni of village and no MC limit within area of 100 mtr.
2. There is no 15 residential houses within 100 mtr area of the site.
3. There is no colony in this site.
4. There is no zoo or wild life sanctuary in the area of 500 mtr.
5. There is no gas pipeline in the area of 100 mtr.
6. There is no natural nalah or drain in the area of 100 mtr.
The industry has also submitted site plan, lease deed, manufacturing process and authority letter regarding proprietorship of firm.
To verify the facts, the site of the industry has been visited by the officer of this office on 25.07.2024 and it was observed as under:-
1. The site of the industry is located at Village Dhaula, Tehsil Tapa and District Barnala. During visit, the site is laying vacant, there is only a store room constructed only for storing construction material. There is also no machinery arrived at site.
2. There is no 15 pucca residential houses within 100 mtr. There is no village phirni/lal lakir and MC limit within 100 mtr of the proposed site. However, there is a poultry farm namely M/s Singla Poultry Farm within the area of 50 mtr. There is a 11 KVA HT wire passing over the site. The representative informed that he will shift/remove the HT wire by PSPCL authorities before commissioning the unit. However, there is no specific siting guidelines prescribed by the CPCB/PPCB for such type of unit and it follows the general siting guidelines, hence, the site is suitable for establishment of the unit.
3. The industry has proposed to manufacture Gatta by using Paddy, Waste Cotton Wood West, Scrap Paper and Pulp at the proposed site.
4. The industry has proposed to use 9 KLD water in process and waste water generated from process will be recirculated back into process. Hence, no trade effluent will be generated from the process.
5. Domestic effluent @ 0.5 KLD will be discharged onto land for plantation after passing through septic tank.
6. The industry has not proposed to install any D.G set/boiler.
In view of above, it is recommended that the industry may be granted NOC/Consent to Establish for one year with suitable conditions and special condition that
1. The industry will be bound to shift/remove the 11 KVA HT wire by PSPCL authorities from its premises before commissioning the unit.
2. The industry shall not operate the unit without obtaining consent to operate under the Water Act, 1974 and the Air Act, 1981 and actual user certificate along with hazardous waste authorization for utilization of ETP sludge.
