File Note: Subject: Application for obtaining varied consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981-M/s Bhambri Rice Mills, Chehlan Road, Vill. Lakha Singh Wala, Amloh, Distt. Fatehgarh Sahib It is intimated that the industry was granted consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through vide no. CTOW/Renewal/FGS/2022/20016020 dated 01/11/2022 and CTOA/Renewal/FGS/2022/20119749 dated 01/11/2022 both are valid upto 30/09/2024 for manufacturing of Raw Rice @ 02 TPH (without drier). It is further intimated that the industry was granted consent to establish under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through vide no. CTE/Exp/FGS/2023/22461293 dated 05/07/2023 valid upto 04/07/2024 for producing of Total-Rice @ 4.0 T/Hour & Rice Bran @ 0.105 T/Hour. Now, the industry has applied for varied consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Rice @ 04 TPH and Rice Bran @ 0.105 (with drier) with requisite documents. As per record of the industry, the consents fee under both acts is adequate upto 31/03/2025 and Rs. 1450/- is advance with the Board in both acts. Now the industry has deposited of Rs. 28000/- through vide no. N200243157764603 dated 18/07/2024 as water consent fee and Rs. 28000/- through vide no. N200243157754403 18/07/2024 as air consent fee against the fixed assets of Rs. 96.33 Lakhs as on 12/07/2024 CA certificate dated 12/07/2024 which is adequate upto 30/09/2029 as per the order dated 29/10/2028. The industry has deposited NOC Regularization of Rs. 2900/- through vide no. 332638942 dated 26/07/2024 which is adequate. To verify the contents, the industry was visited by the AEE of this office on 24/07/2024 During the visit, it was observed as under: 1. The rice sheller was not in operation during the visit. 2. The rice sheller has installed cyclone separator as APCD with shelling section and paddy cleaning section of the drier, separately. The rice sheller has submitted the latest analysis report for the stack emission from M/s Environ Tech Laboratories dated 14/03/2024 and as per the analysis report, the concentration of particulate matter is 203 mg/Nm3, which is within the permissible limits as prescribed by the Board. 3. The rice sheller has provided brick wall of 10' height with adequate length and further wind screen of 5' height has provided on the said wall. 4. No water used in the process therefore no trade effluent is generated. Domestic effluent generated was being discharged onto land for plantation after passing through septic tank. 5. The industry has provided plantation along the boundary wall. 6. The rice sheller has provided brick paved on movement area of the vehicles. From above, it is clear that the rice sheller is complying with the code of practice stipulated for such units and provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981. Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under: "The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries." PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month. In the subject cited case, the industry has mentioned ground water extraction @ 03 KLD. Considering 180 working days per year, ground water extraction will be 45 KL/month, which is less than 300 KL/month. Therefore, the unit does not require to obtain permission from the PWRDA. Keeping in view of above, if approved it is recommended that the varied consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for processing of Rice @ 04 TPH and Rice Bran @ 0.105 (with drier) may be granted upto 30/09/2029 with suitable conditions and special conditions as under: 1. The industry will comply with zoning regulations of HUD/Department of Town & country planning/Local Government and shall bound to comply with bye-laws of the Master Plan already prepared/to be prepared by the Department of Town and Country Planning, Punjab. 2. The industry shall comply with the guidelines for Abstraction of Ground Water from the Punjab Water Regulation and Development Authority (PWRDA). 3. The industry will discharge only treated domestic effluent onto land for plantation / green belt. 4. The industry shall not increase its production capacity as well as land its area without the prior written permission/NOC of the Board. 5. The industry shall comply with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide order dated 15.10.2013 as follows: i. All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. ii. The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller/ Saila plant. iii. All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above roof of the building. iv. The management and handling of rice husk in the rice shelling units/ Saila plants should be done as under: a. All the rice shelling units/ Saila plants shall provide paved/brick roads/cement concrete roads / metalled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. b. (i) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe. (ii) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading/unloading areas of rice husk. (iii) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3'length. (iv) Wherever, height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. (v) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds. Competency: Environmental Engineer
