The project proponent has obtained Consent to Establish (NOC) under the Water Act, 1974 and the Air Act, 1981 vide no. CTE/Fresh/FZL/2023/23698081 dated 27.09.2023 for establishment of hot mix plant, in the land area of 109 Kanals 06 Marlas land bearing khasra nos. 60//3(8-0), 4(8-0), 5/1(6-0), 5/2(2-0), 6(8-0), 7(8-0), 8(8-0), 61//1/1(5-12), 1/2(2-8), 2(8-0), 3(8-0), 6/2/2(0-13), 7/1(6-0), 7/2(2-0), 8/1(6-0), 8/2(2-0), 9/1(5-4), 9/2(2-16), 10/1(2-8), 10/2(5-12) in the revenue estate of village Heeran Wali, Tehsil & Distt. Fazilka, subject to the suitable conditions mentioned therein.
Now, the project proponent has applied for obtaining fresh consent to operate under the Water Act, 1974 and the Air Act, 1981 for operation of hot mix plant for production of Premix @ 700 TPD. Details of the case as under:-
1. The industry has submitted CA certificate showing the value of gross fixed assets as Rs. 194.31 Lakhs. Accordingly, the industry has deposited Rs. 42,000/- vide UTR/Ref No. 509919184 dated 19.07.2024 under the Water Act 1974 and Rs. 42,000/- vide UTR/Ref No. 862326895 dated 19.07.2024 under the Air Act, 1981, which is adequate for a period upto 30.06.2029.
The site was visited by undersigned (AEE) on 24.07.2024 and it was observed as under:-
1) The project proponent has installed hot mix plant at the site.
2) The PP has installed cyclone separator followed by bag filter house as APCD with hot mix plant.
3) The PP has installed septic tank for treatment of domestic effluent generated from washroom section………………….
4) The PP has installed DG set with canopy and stack of adequate height.
5) The pp has made adequate plantation along the boundary wall.
The hot mix plant is complying with the provisions of the Water Act, 1974 and the Air Act, 1981.
It is therefore recommended that consent to operate under the Water Act, 1974 and the Air Act, 1981 may be granted to the hot mix plant for a period upto 30.06.2029, subject to the suitable conditions and with following condition that the PP shall get analysed air emission samples from the Board’s lab, within one month.
