It is submitted the industry is a large scale red category unit and was earlier granted ‘Consent to Operate’ under Water Act, 1974 & Air Act, 1981 both valid upto 31.03.2025 with usual conditions. Now the industry has applied for Consent to Establish (NOC for expansion) under the provisions of the Water Act, 1974 and Air Act, 1981 for new boiler of capacity 8 TPH as the new boiler will be installed parallel to the previous boiler in the same shed, which will be a stand by boiler as per the project report submitted by the industry. The industry has proposed to utilize rice husk as fuel in the new proposed boiler. The industry has submitted feasibility report of the bag filter house which shall be install along with the boiler. The feasibility report has been examined and is principally adequate. There shall be no increase in trade/domestic effluent generation as per the project report. The production capacity also remains the same as the NOC applied is only for the stand by boiler.
The industry was visited by RO on 26.07.2024 and it was observed as under :-
1. The industry was in operation during visit & engaged in the manufacturing of Motor Cycle Tyres, Scooter Tyres, Auto Rickshaw Tyres, Tractors Tyres, Cycle Tyres & Auto Tubes.
2. The industry does not generate any trade effluent and domestic effluent is discharged onto land for plantation after STP. The industry has provided two STPs.
3. The industry has installed boiler (with fluidized bed) of capacity 8 TPH with twin cyclone followed by double stage alkali scrubber as APCD. The rice husk is being used as fuel in the boiler.
4. The work regarding installation new proposed boiler (standby) has not started yet.
5. The industry has installed DG sets of capacity 40 KVA, 500 KVA & 1500 KVA. Each DG set is provided with canopy and stack of adequate height.
6. The last air emission samples from the existing boiler furnace were collected by the officers of the Board on 20.11.2023 and as per the analysis report received, the SPM parameter was found to be 298 mg/NM3 against the prescribed limit of 500 mg/NM3, which are within prescribed limits.
7. The industry has already submitted building plan drafted by competent person approved under Factory Act from Director of Factories, Punjab.
8. The industry is located in industrial zone as per Master Plan, Ludhiana (2007-2031) and does not require Environmental Clearance under EIA notification 2006 and is permitted to carry out expansion as per the policy of the Board.
In view of the above it is recommended that the Consent to Establish (NOC for expansion) under the Water Act, 1974 & Air Act, 1981 may be granted to the industry for one year with suitable condition, please. (Category -Red, Large) (Competency -Chairman of the Board)
