File Note: It is intimated that the industry is Medium Scale/Red Category unit. Earlier, the industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH2/2023/22000090 dated 13.07.2023 valid upto 31.03.2024 and the Air (Prevention & Control of Pollution) Act, 1981. vide no. CTOA/Varied/LDH2/2022/19230995 dated 04.08.2022 which is valid upto 31.03.2025 for the manufacturing of Powder Coating of Various Type of Auto Parts on Job Basis @ 715.34 Sq.m/day, CED Coating of various type of Auto Parts on Job Basis @ 278.70 Sq.m/day and Auto Parts @ 40 Metric Tonnes/Day using M.S Round @ 24 Metric Tonnes/Day, C.R. SHEET @ 11.41 Metric Tonnes/Day, Rust Solvent-20 @ 0.85 Kilo Liters/Day, Phosphate 511-N @ 1.70 Kilo Liters/Day, DERUST SOLVENT @ 14.40 Kgs/day, NEHON @ 19.20 Kgs/day, DE-GREASING HDS-1 @ 1 Kgs/day as raw material. Now, the industry has applied for varied consent (Due to change of name from Nicks India Tools to Nicks India Tools Pvt. Ltd (Unit-4)) to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 alongwith requisite documents and fee for the manufacturing of Powder Coating of Various Type of Auto Parts on Job Basis @ 715.34 Sq.m/day, CED Coating of Various Type of Auto Parts on Job Basis @ 278.70 Sq.m/day and Auto Parts @ 40 MTD. The site of industry was visited by AEE of this office on 11.07.2024 and the details of visit are as under:- 1. The industry was in operation during the visit and engaged in manufacturing of Auto parts with phosphating, ED and powder coating processes. 2. It has installed the machinery as under:- • 2 No. hammers of capacity 0.5 Ton and 0.75 ton with oil fired heating furnaces, 1No. hammer of capacity 1 ton cap with induction heater, • 4 No. forging presses of capacity 600 ton (2Nos.), 1000 Ton (1No.) and 1300 ton cap (1 no.) with induction heaters. • 1 No. screw press of 200 ton capacity with induction heater and 1 No. screw press of 300 ton capacity with oil fired heating furnace. • 5 No. LPG fired Rotary furnaces for hardening. • 3 No. LPG fired Rotary furnaces for tempering. • 3 No. electric pit furnaces. • 2 No. Shot Blast machines with inbuilt bag filter house as APCD alongwith adequate stack height. • The industry has provided 02 powder coating booth with auto conveyer system. • The industry has provided one LPG fired paint baking oven. 3. The manufacturing process involves: Raw material  Loading  Degreasing  Water Rinse  Water Rinse  Surface Activator  Phosphating  DM Water Rinse  DM Water Rinse  Passivation in DM Water  Hot DM Water Rinse  For Drying With Fan /Oven  Dispatch. 4. It has installed ETP based on ZLD technology consisting of underground collection tank M.S. Collection Tank Reaction Tank Tube Settler pre filtration storage tank Sand filtercarbon filter Treated effluent storage tank Ultra filtrationfeed to RO I/II  RO permeate storage tank RO Reject Storage Tank  ZLD Recovery Tank. 5. It has installed following meters and reading of the same were as under: - (a) Submersible pump=2903.0 KL (b) Fresh Water meter=1860.01 KL. (c) RO Feed meter=8917 KL (d) RO permeate=3725 KL (e) ZLD=906.85 KLD (f) Recovered water meter=683.41 KL 6. As per record produced by the industry the details of water consumption/treated/reuse for the period 01.01.2024 to 30.06.2024 is as under:- (i) Effluent Treated = 849 KL (ii) RO permeate=459 KL (iii) RO Reject= 385KL (iv) Recovered from RO reject through condensate system= 269 KL (v) Water Evaporation/water losses = 116 KL (vi) Water reused in process = 459 KL + 269 KL = 728 KL Considering the above said water balance statement the performance of the ZLD seems to be adequate. 7. It has installed STP to treat the domestic effluent consisting of submerged aerobic film reactor Tube settler pre filtration storage tank Sand filter Carbon filter Discharge. During visit the samples from the outlet of STP were collected and sent to Zonal Lab., Ludhiana for analysis. As per analysis report received on 25.07.2024 the concentration of various parameters were found pH=7.6, TSS=11 (mg/l), TDS=610 (mg/l), COD=44 (mg/l), BOD =8 (mg/l) , Oil and Grease=BDL which were within the prescribed limits fixed by the Board. The treated domestic effluent is discharged onto land for plantation. 8. It has installed the discharge meter at final outlet of STP and reading of the same was 26720.2 KL and sub energy meter with its STP and reading of the same was 5180 kWh. 9. The industry has signed agreement with M/s JBR Technology Pvt. Ltd., Ludhiana on 18.05.2023 @ 10000 Ltr/Month for lifting of effluent of Vibrator Section. It has just provided the water meter with this section and reading of the same was 0.2 KL. 10. The industry has provided 04 DG sets of capacity one of 1600 KVA with acoustic enclosure, one of 750 KVA, 600 KVA and 380 KVA which are provided with canopies and adequate stack heights. 11. As per CA certificate submitted by the industry the value of total fixed assets is Rs. 3142.06 Lacs as on 29.02.2024. The industry has deposited the consent fee as under:- A). Water & NOC regularization fee Rs. 1,69,700/- R.No. 24103755 dated 22.02.2022 Rs. 11,300/- R.No. 93703865 dated 30.03.2024 (Rs. 10800/- NOC Regularization fee + Rs.500/- Application form fee) B) Air Consent Fee Rs. 1,69,200/- vide R No. 386012564 dated 21.02.2022 Adequate = Water upto 31.08.2025 and Air upto 30.04.2025. Adequate = Water upto 31.08.2025 and Air upto 30.04.2025. Keeping in view of the above, it is recommended that the consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 31.03.2025.
