The industry was given personal hearing before the Senior Environmental Engineer, Zonal Office-I, Ludhiana on 25.07.2024 w.r.t. show cause notice for refusal of consent to operate under the Water Act, 1974, wherein, it was decided as under:
1. The industry shall get its trade effluent lifted to CETP operator regularly and maintain the record of water consumption and effluent lifting to CETP operator.
2. The industry shall submit the area classification certificate from DTP, by Monday i.e. 29.07.2024.
3. The Environmental Engineer, Regional Office shall verify submissions made by the industry, verify the record of water consumption and effluent lifting to CETP operator and submit recommendations in view of DTP letter & compliance of proposed NOC conditions, accordingly.
Now, the industry has submitted compliance of hearing decisions, which are verified as under:
1. The industry is maintaining record w.r.t. fresh water consumption for the wet process & effluent lifted to M/s JBR Tech. Pvt Ltd. The record is attached herewith
As per the record the quantity of water consumed for wet process is in consonance with the quantity of effluent lifted to JBR Tech. Pvt. Ltd.
2. The industry falls under industrial area as per Master Plan, Ludhiana and has submitted land use classification from DTP Ludhiana vide no. 1893 dated 26.07.2024, which is reproduced as under:
“ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਤੇ ਹਵਾਲੇ ਤਹਿਤ ਆਪ ਵੱਲੋਂ ਪੇਸ਼ ਕੀਤੇ ਗਏ ਦਸਤਾਵੇਜਾਂ ਨੂੰ ਇਸ ਦਫਤਰ ਵਿੱਚ ਘੋਖਣ ਉਪਰੰਤ ਦੱਸਿਆ ਜਾਂਦਾ ਹੈ ਕਿ ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਨਗਰ ਨਿਗਮ ਲੁਧਿਆਣਾ ਦੀ ਹਦੂਦ ਅੰਦਰ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਪ੍ਰਾਵਨਤ ਮਾਸਟਰ ਪਲੈਨ, ਲੁਧਿਆਣਾ (2007-31) ਦੀਆਂ ਤਜਵੀਜਾਂ ਅਨੁਸਾਰ ਉਦਯੋਗਿਕ ਜ਼ੋਨ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਇਸ ਜੋਨ ਵਿੱਚ ਹਰ ਤਰ੍ਹਾ ਦੀਆਂ ਉਦਯੋਗਿਕ ਇਕਾਈਆਂ ਅੰਗਿਆਯੋਗ ਹਨ ।”
In view of the above, it is recommended that consent to operate under Water Act, 1974 may be considered for grant upto 30.06.2028 with suitable conditions as per policy of the Board..
