The industry was granted consent to establish/NOC vide no. CTE/Fresh/BTI/2023/22398324 dated 19.06.2023 for establishment of rice sheller unit of capacity 3 TPH of Raw rice /Sorted Rice with dryer, subject to the conditions mentioned therein.
Now the industry has applied for fresh consent to operate under Water Act, 1974 & Air Act, 1981 through OCMMS for operation of rice sheller unit of capacity 3 TPH of Raw rice /Sorted Rice with Dryer under the Orange category as per the prevailing policy. The detail of the case is as under: -
The industry has deposited consent fee of Rs. 42,000/- vide R.No. N187243132011807 dated 05.07.2024 under Water Act, 1974 and Rs. 42,000/- vide R.No. N187243132024211 dated 05.07.2024 under Air Act, 1981, which is adequate upto 31.03.2028 after deduction of penalty fee, against fixed assets of Rs. 127.66 lacs as per the CA Certificate.
The industry has submitted completion certificate for installation of pollution control devices in rice sheller.
The industry was visited by the undersigned on 26.07.2024 and it was observed as under –
1. The rice sheller was not in operation due to off season.
2. The rice sheller has provided a shelling section with cyclone as APCD to arrest the dust emissions from the shelling process.
3. The rice sheller has installed a drier section with cyclone as APCD equipped with the paddy pre cleaner.
4. The rice sheller has not provided pucca road in the movement area of the rice sheller, further the industry has submitted an undertaking in which they undertake that they will provide the pucca movement area of the rice sheller within 15 days. (Copy Attached)
5. The rice sheller has provided jalli over the 10 feet in the husk storage area.
6. The rice sheller has provided septic tank for the treatment of domestic effluent and disposed of onto the land for plantation.
7. The industry has provided adequate plantation inside the premises.
The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.
Keeping in view of above, it is recommended that consents to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the industry for operation of rice sheller unit of capacity 3 TPH of Raw rice /Sorted Rice with Dryer under the Orange category for a period upto 31.03.2028 with suitable conditions along with special condition that the industry will provide the pucca movement area, with 15 days.
