It is submitted that the industry will be small scale red category unit and has applied for obtaining ‘consent to establish'/ (NOC) under the Water Act, 1974 and Air Act, 1981 with requisite documents.
The proposed site was visited by RO on 12.07.2024 and it was reported as under: 1. The proposed site is a land of 1250 sqm. The firm has already constructed industrial shed. However, it has not installed any plant and machinery. 2. It has proposed to setup e-waste recycling unit to manufacture Plastic Granules @ 1.0 MTD, Aluminium Metal @ 0.250 MTD, Copper Metal Silly including precious metals @ 0.250 MTD, Ferrous Metal @ 0.980 MTD and LCD Screen and Other Hazardous Waste @ 0.020 MTD by using raw material as E-Waste for Dismantling and Recycling @ 2.5 MTD. 3. The proposed manufacturing process is Receipt of Electrical and Electronics Waste Dismantling of E-Waste- 2 Stations Shredding of E-Waste Hammer Crusher Vibrator Separator Air Gravity Separator Electrostatic Separator Recovery of Metals Melting in Crucible Furnace to Make Metal Silly Copper, And Mixed Metals Including Precious Metal Metals Sold to Authorized Agency Having Valid CTO. 4. It has proposed to install 1 no. electric extruder with water scrubber as APCD, 1 no. LPG fired furnace with water scrubber as APCD, 2 no. Dismantling tables with Gravity Dust Settling Chamber, 1 no. Shredding Machine with adequate stack height, 1 no. Hammer Crusher with cyclone separator as APCD, 1 no. Vibrator separator with adequate stack height, 1 no. Air gravity Separator with Bag filter as APCD, 1 no. Electrostatic Separator with adequate stack height. 5. Domestic effluent @ 0.22 KLD will be discharged onto land for plantation area after treatment with septic tank. 6. No water will be used in the process, so no trade effluent will be generated. 7. The industry has not proposed any DG set. 8. The industry has submitted building plan approved from Er. Sukhjinder Singh, Competent Person, Approved under Punjab Factory Act. Space requirement for Dismantlers As per CPCB guidelines, a dismantler needs space for storage of electrical and electronic equipment up to 180 days, for process of dismantling and volume reduction and space for storage of dismantled and segregated material and free space for movement and office/ administration and other utilities. It is estimated that a minimum of 300 square meter area for a dismantling capacity of 1T/day is required for storage of raw material, segregated material, dismantling operations and office/ administration & other utilities. In compliance to that the subject cited industry has proposed to setup unit in 1250 sqm, therefore, the industry may be allowed ‘consent to establish'/ (NOC) for e-waste dismantling @ 2.5 MTD. Space requirement for Recyclers As per CPCB guidelines, as a general rule a recycler of capacity of 1 Ton per day shall require a minimum of 500 square meters area. Authorization to recyclers may be preferred if they have minimum operational capacity of 5 MT/day with an area of about 2500 square meter. In compliance to that the subject cited industry has proposed to setup unit in 1250 sqm, therefore, the industry may be allowed ‘consent to establish'/ (NOC) for e-waste dismantling @ 2.5 MTD. The proposed site falls under industrial zone as per Master Plan, Ludhiana. The project proponent has submitted Classification of Land use for land parcel measuring 800 gaj, as specified in the letter no. 802 dated 03.04.2024 and 868 gaj as specified in the letter no. 803 dated 03.04.2024 regarding the same. In the subject cited case, the industry has mentioned ground water extraction @ 0.3 KLD. Considering 25 working days per month, ground water extraction will be 7.5 KL/month, which is less than 300 KL/month. Further, signed copy of pointwise compliance of Guidelines for Environmentally Sound Dismantling of E-Waste is attached herewith.
RO recommended that ‘consent to establish'/ (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be considered for grant for one year with suitable conditions as per policy of the Board and special conditions that:- 1. The industry shall make agreements with Authorized recyclers for all kinds of Hazardous Wastes generated from the Process (eg:- Aluminium Dross, Zinc Dross etc.) 2. The industry shall apply for registration under E-waste Management rules 2016 well before the commissioning of the unit.
If approved ‘consent to establish'/ (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be considered for grant as proposed by RO , please. (Competency: Chairman of the Board) |
