It is submitted that the project proponent was granted Consent to Establish (NOC) from pollution angle vide no. CTE/Fresh/PTA/2023/21751850 dated 09/05/2023, which was valid upto 08/05/2024 for manufacturing of Copper @ 2.0 MT/Day, Aluminum @ 0.5 MT/Day, Brass @ 0.2 MT/Day, Iron Steel scrap @ 17 MT/Day by manual dismantling of Electric Motor Scrap @ 20 MT/Day as raw material for discharge of Domestic Effluent @ 4.0 KLD onto land for plantation within premises after passing through septic tank under orange category.
The industry has also installed additional machinery for extraction of copper from PVC wires containing copper alongwith the proposed plant & machinery as per the NOC obtained by the Board.
Accordingly, the Industry has applied for fresh 'Consent to Operate' under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Copper @ 5.34 MT/Day, Aluminum @ 0.5 MT/Day, Brass @ 0.2 MT/Day, Iron Steel scrap @ 17.0 MT/Day and PVC @ 3.34 MT/day by using Electric Motor Scrap @ 20.0 MT/Day and Insulated Copper Wire @ 2000 MT/year as raw material under orange category for discharge of Domestic Effluent @ 4.0 KLD onto land for plantation within premises after passing through septic tank along with requisite documents.
The Industry has deposited fees as under Rs. 42000/- (Rs. 4200/- vide online receipt no. 89160383 dated 26.06.2024 & Rs. 37800/- vide UTR no. 388773065 dated 26.07.2024 ) under the Water Act, 1974 and Rs. 42000/- (Rs. 8400/- vide online receipt no. 684873288 dated 22.07.2024 and Rs. 33600/- vide UTR no. 388773065 dated 26.07.2024) under the Air (Prevention & Control of Pollution) Act, 1981. The consent fee deposited by the Industry is adequate upto 30.06.2029 against the value of fixed assets of Rs. 130.00 lakh as on 31.03.2024 as per CA certificate submitted by the Industry. Further, the industry has also deposited Rs. 4200/- vide online receipt no. 89160383 dated 26.06.2024 as NOC extension fee, which is adequate.
The industry has submitted approved building plan dated 25.05.2024 from competent person Sh. Adarshvir Gupta, SCO 36, Surya Complex, Patiala, approved by the Director of Factories, Punjab.
The industry has also submitted stack emissions sampling report for emission generated from heating process after APCD as analyzed by NABL Approved Laboratory on 22.07.2024. As per the report, the concentration of particulate matter is 61.8 mg/Nm3 against the prescribed limits of 150 mg/Nm3, which is within the permissible limits as prescribed by the Board.
The industry has also submitted adequate-cum-completion certificate for its APCD installed at heating process, contentions of which are reproduced as under:
"The Wet Scrubber installed in the industry is adequate to curb the air pollution and meet the design requirements in its present configuration along with the associated machinery and equipment provided and conforms to the standard norms".
The Industry has submitted compliance report of NOC conditions earlier granted to it under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.
Accordingly, the Industry was visited by the AEE of this office on 16.07.2024 and contacted Sh. Surinder Pal, Director of the Industry at site. During visit, it was observed as under:
1. The industry is engaged in sorting/segregation of motor scrap to extract iron (80 %), aluminum (5%), copper (8 %), brass/stainless steel (5 %), plastic (1-2%).
2. The industry has installed motor breaker for breaking of outer cover of motor scrap.
3. The industry has installed cutter for cutting of stator of motor in two parts.
4. The industry has installed copper puller for extraction from stator.
5. The industry is also involved in manual segregation/sorting of scrap using with hand tools.
6. The industry has also installed one number PVC wire stripping machine for extraction of copper PVC wire.
7. The industry has installed suction system followed by wet scrubber as APCD to control the emissions to be generated from the heating process at pit furnace.
8. The waste water generated from the labour quarters is being discharge onto land after passing through septic tanks.
9. The industry has installed 1 no. DG set of capacity 25 KVA, which is equipped with canopy and adequate stack height.
Water Pollution
No trade effluent is being generated from the process and only domestic wastewater is generated from toilets, which is being discharged onto land for plantation after passing through septic tank.
Air Pollution
There is only one source of air emission i.e. heating furnace installed to loosen the copper from motor scrap, which is thereafter extracted using manual labour and non polluting machines only. Accordingly, the industry has provided wet scrubber as APCD for the heating process followed by stack.
Solid Waste
The different types of metal components generated after sorting and dismantling of motor / PVC wire scrap are being sold to various melting furnace units and the plastic waste generated of approx. 1-2% is being sold to authorized plastic recycler only.
The industry is complying with the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of the above, it is recommended that fresh consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Copper @ 5.34 MT/Day, Aluminum @ 0.5 MT/Day, Brass @ 0.2 MT/Day, Iron Steel scrap @ 17.0 MT/Day and PVC @ 3.34 MT/day by using Electric Motor Scrap @ 20.0 MT/Day and Insulated Copper Wire @ 2000 MT/year as raw material under Red Category for discharge of Domestic Effluent @ 4.0 KLD onto land for plantation within premises after passing through septic tank may be granted upto 30.06.2029 subject to the suitable conditions as per the policy of the Board and following additional conditions:
1. The industry shall apply for the varied Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981, if it increases its machinery/production.
2. The industry shall not discharge any effluent (treated or untreated) into any drain or in inland surface water at any time or any other unauthorized place by any unauthorized means and will discharge its treated effluent onto land for plantation only.
3. The industry shall not generate and discharge any trade effluent without the prior written permission of the Board. Only domestic effluent will be discharged onto land for plantation after passing through septic tank.
4. The industry is advised to obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA).
5. The project proponent shall not cause any kind of public nuisance due to its activity, in and around the unit. |
