File Note: 1. It is intimated that the industry is a large scale, red category power generation plant. 2. The industry has been granted consent to operate under Water Act, 1974 and Air Act, 1981 vide no CTOW/Renewal/JAL2/2022/19151843 & CTOA/Renewal/JAL2/2022/19150850 dated 18/08/2022 valid up to 31/03/2023 for the generation of electricity @ 6 Mega watt from agriculture residue and other biomass @ 220 MT/day. 3. Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. 4. The industry has deposited fee Rs. Rs. 288000/- UTR no. HDFCR52024032993342062 dated 29.03.2024 & Rs. 132000/- UTR no. N205243164300395 dated 23.07.2024 under the provisions of Water (Prevention & Control of Pollution) Act, 1974 & Rs. 420000/- UTR no. HDFCR52024072377403055 dated 23.07.2024 under Air (Prevention & Control of Pollution) Act, 1981 which is adequate upto 31.03.2029. 5. The industry was visited by officer of this office on 02.04.2024 and observations are as under :- • The power generation plant was in operation during visit. • The industry has provided 1 no. boiler of capacity @ 30 TPH with ESP followed by wet scrubber as APCD and with adequate stack height. • The boiler was in operation during visit and paddy straw was being used as fuel in its boiler. The air emission samples were collected during the visit and the SPM @123 mg/nm3 were found within the permissible limits of the Board. • The industry has provided the separate silo's for waste ash from boiler through conveyer belt and fly ash from ESP through pneumatic control conveying device. The ash is being disposed into Ash pond and distribution to farmer. • There is no generation of trade effluent from the process. However, the industry has provided the DM plant with RO system for using the De-mineralized water in the boiler. The RO reject is being discharge onto land for plantation and for ash quenching/ conditioning. The samples were also collected from RO Reject leading to plantation area the results are pH= 8.2, TSS= BDL (mg/l), TDS= 1134(mg/l), COD 12(mg/l), BOD = BDL (mg/l) & O& G= BDL (mg/l) which are within the limits. Recommendation: - In view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 31.03.2029 with usual conditions as per the Board’s Policy.
