It is submitted that the industry is a medium scale red category unit and earlier granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH4/2021/15921915 dated 26/08/2021, upto 31/03/2026 for production Re-claimed Rubber @ 100 TPD by using Nylon Tyres, Radial Tyres, Tubes, Butyle Rubber, EPDM Rubber @ 101 TPD as raw material and for discharge trade effluent @ 15 KLD onto land for plantation after ETP and domestic effluent @ 04 KLD onto land for plantation after septic tank.
Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 was granted vide no. CTOA/Varied/LDH4/2021/15921855 dated 26/08/2021, upto 31/03/2026 for 02 electrically operated reclamation machines of capacity 100 TPH with common alkali scrubber as APCD, one wood fired boiler of 03 TPH with multi cyclone as APCD, 03 DG sets of capacities one of 380 KVA, one of 250 KVA and one 62.5 KVA equipped canopies along with adequate stack height.
Now the industry has applied for varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for production Reclaimed Rubber, Rubber Chips, Rubber Crumb @ 100 TPD by using Nylon Rubber, Radial Rubber, Tubes, Butyle Rubber, EPDM Rubber @ 101 TPD as raw material through OCMMS on 22.07.2024.
There has been no change in production capacity and raw material from previous consent but it has now added "Rubber Crumbs" as a new product.
The industry had already deposited Rs. 1,59,600/- vide UTR No. N188211558364815 dated 07.07.2021 under the Air Act, 1981 and Rs. 1,59,600/- vide UTR No. N188211558371723 dated 07.07.2021 under the Water Act, 1974, against gross value of fixed assets Rs. 21,25,22,622/- and plant & machinery Rs. 12,73,27,001/- as on 31.03.2021, which was adequate upto 31.03.2026. The industry has now deposited consent fee of Rs. 2,46,500/- vide R.No. HDFCR52024070271631727 dated 02.07.2024 under the Air Act, 1981 and Rs. 1,96,800/- (Rs. 2,46,500/- under the Water Act, 1974 & Rs. 10,800/- as NOC regularization fee) vide R.No. N184243126256173 dated 02.07.2024 against gross value of fixed assets Rs. 23,27,55,111/- and plant & machinery Rs. 13,11,33,835/- as on 14.06.2024. The consent fee is adequate upto 31.03.2031.
Accordingly, the industry was visited by undersigned on 31.07.2024 and it was observed as under:-
1. The industry was in operation during the visit.
2. The industry has installed Refiner, Strainer, Auto Clave, Re-claimer, Mixer, Steam Pipeline, Fire Fighting equipment’s.
3. The industry has installed 02 electrically operated reclamation machines of capacity 100 TPH with common alkali scrubber as APCD along with adequate stack height. The reclamation machines were not in operation during the visit.
4. The industry has installed one wood fired boiler of 03 TPH with multi cyclone as APCD along with adequate stack height and wood is being used as fuel. The industry has provided adequate sampling arrangement with adequate stack height and porthole with platform.
5. The industry has installed 03 DG sets of capacities one of 380 KVA, one of 250 KVA and one 62.5 KVA equipped canopies along with adequate stack height.
6. The industry has installed ETP of capacity 15 KLD for treatment of the washing raw material. The treated effluent is being discharged onto land for plantation after ETP.
7. Domestic effluent and is being discharged onto land for plantation after septic tank.
Keeping in view of above, it is recommended that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to industry upto 31.03.2029 with suitable conditions and additional conditions that:-
1. The industry shall get its treated trade effluent samples and stack emissions samples analyzed from the Board within 03 months.
2. The industry shall obtain permission from PGWRA/CGWA for extraction of ground water.
The competency to decide the application lies with Chief Environmental Engineer, Ludhiana.
