File Note: It is submitted that the industry was granted Consent to Establish/NOC vide no. CTE/Fresh/MNS/2023/22685556 dated 25.07.2023, which was valid upto 24.07.2024 for establishment of rice sheller unit of capacity 7 TPH of Raw rice/Sorted Rice with dryer, subject to the conditions mentioned therein. Now, the industry has applied for obtaining fresh consent to operate under the Water Act, 1974 & the Air Act, 1981 through OCMMS for operation of rice sheller unit of capacity 7 TPH of Raw rice /Sorted Rice with Dryer under the Orange category as per the prevailing policy. The industry has submitted principal approval regarding building plan from Deputy Commissioner, Mansa dated 11.07.2023 valid upto 10.01.2027, undertaking regarding completion of APCD’s installed and compliance of NOC conditions. The industry has also submitted the CA certificate dated 24.07.2024, wherein, the value of total fixed assets of the unit is Rs. 182.93 lakhs with value of plant & machinery is Rs. 68.71 lakhs. Accordingly, the industry has deposited consent fee of Rs. 42000/- vide R No. 77168607 dated 24.07.2024 under the Water Act, 1974 including penalty fees & Rs. 42000/- vide R No. 676446610 dated 24.07.2024 under the Air Act, 1981 including penalty fees. As such, as per circular dated 29.10.2018, the fee deposited by the industry under both the Acts is adequate upto 31.03.2028. Further, the industry was visited by the AEE on 31.07.2024 and Sh. Som Nath Garg, representative was contacted. During visit, it was observed as under: 1. The industry was not in operation due to the completion of paddy milling season. 2. The industry has installed cyclone separator as APCD with shelling section and paddy cleaning section of the drier. 3. The industry has provided brick wall of 10' height with adequate length and further wind screen of 5' height has provided on the said wall. 4. The industry has planted sapling along its boundary wall.. 5. The industry has provided septic tank for treatment of domestic effluent. 6. The industry has not stabilized the movement area of the vehicles. From above, it is clear that the unit is complying with the code of practice stipulated for such units and provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981. In view of above, it is recommended that fresh consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 for operation of rice sheller unit of capacity 7 TPH of Raw rice/Sorted Rice with Dryer may be granted to the unit upto 31.03.2028 with suitable conditions along with special conditions that :- 1. The industry shall stabilize the movement area within 2 months. 2. The industry will get its stack emissions samples analyzed from Board's lab within 2 months, positively. 3. The industry will discharge only treated domestic effluent onto land for plantation / green belt. 4. The industry shall not increase its existing land area without prior permission of the Board. 5. The industry shall not increase its production capacity without the prior written permission/NOC of the Board. 6. The industry shall comply with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide order dated 15.10.2013 as follows: i) All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. ii) The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller/ Saila plant. iii) All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above roof of the building. iv) The management and handling of rice husk in the rice shelling units/ Saila plants should be done as under: (a) All the rice shelling units/ Saila plants shall provide paved/brick roads/cement concrete roads / metalled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. (b) (i) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe. (ii) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading/unloading areas of rice husk. (iii) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3'length. (iv) Wherever, height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. (c) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.
