RO has reported that the hospital has granted consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2019/10527552 and under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2019/10527628 dated 19/07/2019 for Hospital @ 55 Beds and Domestic Effluent @ 18.5 KLD, which was valid up to 30/06/2024 with suitable conditions mentioned therein. Now, the hospital has applied for obtaining renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974. The hospital has deposited Rs. 50,000/- vide UTR No. N201243159648581 dated 19.07.2024 as consent fee under Water Act, 1974 and Rs. 50,000/- vide UTR No. N201243159634437 dated 19.07.2024 as consent fee under Air Act, 1981, which is adequate up to 30/06/2029. 1. The hospital has submitted CBWTF agreement with M/s Amritsar Envirocare regarding lifting of bio medical waste of 55 no. beds valid upto 24.07.2029. 2. The hospital has already installed an ETP comprising equalization tank at ground level fitted with pump motor over it, bio-reactor, tube settler, pre-filtration tank, SDB, filters and final outlet into MC sewer. The Hospital was visited by undersigned on 29/07/2024 and observed as under: -
1. The Hospital comprising of 55 beds and is engaged in providing medical health services. 2. The Hospital has installed an ETP comprising components equalization tank at ground level fitted with pump motor over it, bio-reactor, tube settler, pre-filtration tank, SDB, filters.
3. Treated water after ETP is being discharged into MC sewer.
4. The HCF has provided color coded bins for segregation, collection of Bio-Medical Waste and segregation of Bio-Medical Waste was according to color codes.
5. The HCF has provided needle destroyer for shredding of needles. 6. The HCF is lifting its Bio-Medical Waste to CBMWTF and maintaining the record of the same.
7. The HCF has provided final collection room for storage of bio medical waste generated from its premises.
8. No Bio-Medical Waste found mixed with general waste.
9. The hospital has installed a D.G. Set of capacity of 125 KVA, which is fitted with canopy and stack of adequate height. The hospital is having bed capacity of 55 beds and competency to decide the case lies with the Senior Environmental Engineer.
RO has recommended that renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the hospital up to 30/06/2029 with suitable terms & conditions along with special conditions that: - 1. The hospital will get effluent sample (combined liquid and domestic effluent) analyzed from an approved lab of the Board within 01month.
2. The hospital will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office.
3. The HCF shall comply vide Head Office, no. 468 dated 31/08/2021 issued by Punjab Pollution Control Board.
Keeping in view of above, it is recommended that renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the hospital up to 30/06/2029 with suitable terms & conditions along with special conditions that: - 1. The hospital will get effluent sample (combined liquid and domestic effluent) analyzed from an approved lab of the Board within 01month.
2. The hospital will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry.
3. The HCF shall comply vide Head Office, no. 468 dated 31/08/2021 issued by Punjab Pollution Control Board.
