RO has reported that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the operation of hot mix plant which were granted to the industry vide online reference no. CTOW/Renewal/GRP/2019/10419558 dated 21/08/2019 & CTOA/Renewal/GRP/2019/10419421 dated 20/08/2019 which are Valid upto 30/06/2024 for the production of Duplex Board @ 12 Metric Tonnes/Day from Waste Paper @ 15 T/day, Rosin @ 20 Kgs/day, Alum @ 200 Kgs/day, Soap Stone @ 2 Metric Tonnes/Day & Blaton @ 05 Kgs/day as raw material. The industry was visited on dated 18/06/2024 surprisingly to verify its status and observed as under:- 1. The industry was not in operation and was engaged in manufacturing of Duplex Board. 2. The industry has installed ETP-cum-STP for treatment of effluent being generated from its same was not in operation during visit. The physical conditions of the plant shows that the same has not been operated since long time. 3. Waste water was found logged in every corner of the industry. 4. Foul smell was sensed inside the premises, resulting from the logging of waste water. 5. During visit it observed that boiler installed industry was not in operation. 6. The waste plastic was found mixed with paddy straw to be used as fuel in their boiler. Accordingly, show cause notice was issued to the industry vide zonal office letter no. 2424-2425 dated 22/07/2024 with an opportunity of personal hearing on 17/07/2024. After hearing the officer of the Board, representative of the industry and facts on the record file, the Senior Environmental Engineer decided and point wise compliance have been mentioned in agenda note. It is further, intimated that the industry has installed boiler of capacity 8 TPH using rice husk and coal as fuel. Now, the industry has applied for obtaining varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for using rice husk, coal and paddy straw as fuel in the said boiler. Lastly, it is also informed that the industry has made arrangements for recirculation of treated effluent after ETP. Now, the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 due to the reason that it has installed an additional of machinery in its existing unit through OCMMS in a totally paperless manner by uploading necessary documents as PDF. The industry has deposited Rs. 1,22,400/- vide online reference No. N176243109033281 dated 24/06/2024 under Water Act, 1974 including Rs. 14400/- as NOC regularization fee & Rs. 1,08,500/- vide online reference No. N176243109040081 dated 24/06/2024 under Air Act, 1981 including Rs. 500/- as application fee same are adequate for the period upto 30/06/2029 under both Acts. The industry was visited by officer of this office on 24/07/2024 and observed as under:- 1. The industry was not in operation during the visit. 2. The industry is engaged in manufacturing of Duplex Board. 3. The industry has got lifted the plastic waste and other unauthorized fuel of the boiler area. 4. Air emission samples could not be collected due to non-operation of the boiler. 5. The industry was advised to maintain housekeeping. 6. The representative of the industry was directed to inform the Regional Office whenever its industry start its operation.
RO has recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for a period upto 30/06/2029 with suitable conditions along with the special condition that the industry shall get its emission sample analyzed from the Board’s Lab/Board’s approved Lab within one month and submit analysis report to the Board.
Keeping in view of the above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for a period upto 30/06/2029 with suitable conditions along with the special conditions as under:-
1. The industry shall get its emission sample analyzed from the Board’s Lab/Board’s approved Lab within one month and submit analysis report to the Board.
2. The Industry shall comply with the decisions of personal hearing dated 17/07/2024.
