It is submitted that the industry a small scale orange category unit and has applied for fresh 'consent to operate' under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along-with requisite documents through OCMMS. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 20.44 Lacs as on 30/06/2024 as per CA Certificate dated 03/06/2024, which is adequate upto 30/06/2029 as per Board's Office Order dated 29/10/2018 after deducting penalty charges 200 % and NOC regularization fee.
Accordingly, the industry was visited by the undersigned on 01/08/2024. During the visit, it was observed as under:
1. The industry was in operation during visit.
2. It is engaged in manufacturing of Cycle Frame @ 200 Nos/day by using raw material as Powder @ 20 Kgs/day.
3. It has installed 1 no. paint booth with water curtain as APCD and electric oven with adequate stack heights.
4. There is no generation of trade effluent & domestic effluent is being discharged into sewer.
5. The industry has not installed any DG set.
6. The industry has submitted building plan approved from competent person Er. Sukhjeet Singh approved under Factories Act, 1948.
Site Suitability
There are no specific sitting guidelines for such type of industries. However, the subject cited industry is located in Industrial zone as per Master Plan (2010-2031) of Ludhiana. The industry has submitted land use classification certificate from DTP, Ludhiana vide letter no. 1385 dated 12/06/2024.
In the subject cited case, the industry has mentioned ground water extraction @ 2.5 KLD. Considering 25 working days per month, ground water extraction will be 62.5 KL/month, which is less than 300 KL/month.
In view of the above, it is recommended that the industry may be granted fresh 'consent to operate' under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 upto 30/06/2029 with suitable conditions as per policy of the Board.
