Kindly find attached the detailed inspection report along with agenda note. Further observations are as under: -
Fresh NOC applied
The industry has applied for obtaining consent to establish (NOC) under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 under orange category for production of CATTLE FEED @ 50 MTD using GRAINS @ 15 MTD, OIL CAKES & DOC @ 15 MTD, ADDITIVES @ 10 MTD and BRANS @ 10 MTD.
Detail of the case are as under: -
1. The industry has submitted brief Project Report and has proposed to install 01 nos. cattle feed manufacturing unit with boiler.
2. The industry has proposed to install one no. baby boiler of capacity 0.75 TPH for which the industry has proposed to consume wood/Briquette as fuel. Cyclone has proposed to install as APCD with the boiler
3. The industry has submitted copy of proposed sanctioned building plan digitally signed by EO, Nagar Council, Majitha vide no. PB/ASR/MAJIT/175882 dated 12.06.2023.
4. The industry has submitted partnership deed dated 22 May 2023 Anita Rani and Ankush Sharma of the current partner of the firm.
5. As per project report total cost of project is Rs. 475.00 Lakhs and the cost of Plant & Machinery is Rs. 181.00 Lakhs. Accordingly, it has deposited Rs. Rs. 10800/- via Receipt No. 476818852 dated 05/12/2023 as NOC fee., adequate upto one year.
6. The industry has submitted manufacturing process which its reproduced as under: -
Grains + Oil Cakes – Grinding – Mixing – Palleting – Cooling – Cattle Feed
7. The industry has submitted report issued by EO, Nagar Council, Majitha vide letter no. 329 dated 12.07.2024 in which it has mentioned that the proposed site of the industry fall under mix land use area as per Master Plan 2010-31 of Amritsar and accordingly the industry is permitted at the site.
The unit was visited by AEE of this office on 31/07/2024 and observed as under:
1. The proposed site is located at right side of the road leading from Amritsar to Majitha near entry gate of Majitha Town.
2. The industry has constructed shed and has started installation of the machinery at the site.
The proposed process of the industry falls in orange category in small-scale sector and competency to decide the case lies with The Senior Environmental Engineer of the Board.
Keeping in view of above, may if approved, it is recommended that: -
The consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for the period of one year with suitable terms & conditions. |
