File Note: It is submitted that industry has applied for consent to establish (NOC) through OCMMS for the establishment of new rice shelling unit in the land area of 32 Kanal 02 Marla bearing khasra nos. 52//16/2 (0-5), 25/1/2 (1-6), 25/1/1 (2-14), 17/2 (1-18), 24/2 (3-8), 17/3/2 (0-4), 24/1 (4-0), 4 (3-10), 5 (3-2), 6 (0-8) and village harike khasra no. 10//25/2 (0-9), 23//5 (4-16), 6 (6-2) in the revenue estate of Village Booh, Tehsil Harike, District Tarn Taran for production of Raw Rice with drier @ 86 MTD with dryer along with sortex machine. The details of case is as under: 1. The District Town Planner, Tarn Taran vide its letter no. 365 dated 09.07.2024 has submitted comments regarding the site and has mentioned as under: a) ਸਾਈਟ ਕਿਸੇ ਵੀ ਫੋਕਲ ਪੁਆਇੰਟ ਅਤੇ ਡੈਜੀਗਨੇਟਿਡ ਇੰਡਸਟਰੀਅਲ ਜੈਨ ਵਿੱਚ ਨਹੀਂ ਪੈਂਦੀ ਹੈ। b) ਸਾਈਟ Notified Local Planning Area Patti ਵਿੱਚ ਪੈਂਦੀ ਹੈ, ਜਿਸ ਵਿੱਚ ਵਿਸ਼ੇ ਅਧੀਨ ਐਕਟੀਵਿਟੀ (ਰਾਈਸ ਸੈਲਰ) ਡਾਇਰੈਕਟਰ, ਟਾਊਨ ਐਂਡ ਕੰਟਰੀ ਪਲੈਨਿੰਗਪੰਜਾਬ ਜੀ ਦੇ ਮੀਮੋ ਨੰ 2180-2283 ਸੀਟੀਪੀ(ਪਬ)/ ਐਸਪੀ-432 (Gen) ਮਿਤੀ 14/06/2023 ਅਨੁਸਾਰ ਆਗਿਆਯੋਗ ਹੈ ਬਸ਼ਰਤੇ ਕਿ "The applicant shall be liable to abide by the provisions of Master Plan and shall also be bound to follow the provisions of section 79 along with other provisions of PRTPD Act1995 in case the site falls in non- conforming land use zone after the notifications of Master Plan and no claim shall be demanded by the applicant from the Department" c) ਸਾਈਟ ਦੇ 500 ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿੱਚ ਕੋਈ ਵੀ ਬਾਈਪਾਸ, ਨੈਸ਼ਨਲ ਹਾਈਵੇ, ਸਟੇਟ ਹਾਈਵੇ ਅਤੇ ਸਡਿਊਲ ਰੋਡ ਨਹੀਂ ਪੌਦਾ ਹੈ। 2. The rice sheller also submitted report issued from Naib Tehsildar, Harike dated 24.05.2024 and has mentioned that area of site is 32 Kanals 02 Marlas falls in the revenue estate of Village Booh and Village Harike, District Tarn Taran. 3. There is no village lallakeer/phirni, wild life sanctuary, zoo, designated residential colony, educational institute, historical religious place and protected monument within 500 m radius of the site. 4. The project proponent has deposited revenue record in the form of registry of the land area to the name of the industry. 5. The project proponent has submitted site plan of the area as well as Aks Shijra (Revenue Map) of the site. 6. The industry has submitted feasibility report proposing to install Cyclone separators as air pollution control devices to contain the dust emissions from shelling section of capacity 86 MTD of raw rice and paddy pre-cleaner with the dryer section separately, which seems adequate in principle. 7. The industry has proposed to discharge only domestic effluent onto land for plantation through treatment in septic tank. 8. The industry has submitted project report, as per which proposed gross fixed assets of the industry will be 356.00 lacs and accordingly it has deposited Rs. 11,300/- (including Rs. 500/- as application form fee) vide Receipt No. 57290104 dated 20/07/2024 as NOC fee, adequate for a period of one year. 9. The industry has submitted partnership deed dated 02 May 2024 Sh. Ravi Kant Bansal and Sh. Sarthak Bansal of the current partner of the firm. The site of proposed rice sheller unit was visited by undersigned on 30.07.2024 and it was observed as under – 1. The site falls on the left side of link road, connecting to Village Burj Fullah and falls in the revenue estate of Village Booh. 2. Construction work has been started at the site. 3. There were 04 no. scattered pucca houses within 500 radius of the site. There are also 03 no. brick kiln surrounded the site. There is no village lallakeer/phirni, wild life sanctuary, zoo, designated residential zone, educational institute, historical religious place and protected monument within 500 m radius of the site. 4. There is no high-tension wire (66KVA) passing over the site. Therefore, in view of the above, site of the industry is suitable for establishment of a rice shelling unit with dryer and sortex machine as per the guidelines dated 15.10.2013 of the State Govt. and has submitted proposal to contain process emissions generated from such type of units. Recommendations: - Keeping in view of above, it is recommended that consent to establish (NOC) may be granted to the industry for establishment of rice sheller unit to manufacture raw rice @ 86 MTD with dryer along with sortex machine, subject to the suitable conditions along with specific condition that: 1. The industry shall always comply with the conditions of verification report issued by DTP Tarn Taran regarding the site vide its letter no. 365 dated 09.07.2024. 2. The consent to establish (NOC) is valid for site measuring the land area of 32 Kanal 02 Marla bearing khasra nos. 52//16/2 (0-5), 25/1/2 (1-6), 25/1/1 (2-14), 17/2 (1-18), 24/2 (3-8), 17/3/2 (0-4), 24/1 (4-0), 4 (3-10), 5 (3-2), 6 (0-8) and village harike khasra no. 10//25/2 (0-9), 23//5 (4-16), 6 (6-2) 3. The industry shall obtain for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. 4. The industry shall submit approved building plan for the designated authority at the time of obtaining consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
