File Note: It is submitted that the industry is a rolling mill unit and was granted 'consent to operate' under the Water Act, 1974 vide no. CTOW/Renewal/PTA/2019/9584645 dated 22/03/2019 having validity upto 30.09.2023 and the Air Act, 1981 vide no. CTOA/Renewal/PTA/2019/9584622 dated 01/04/2019 having validity upto 30.09.2023 for manufacturing of Steel and Alloys Steel Sections, Rounds, Square, Flats & Sheets @ 6.5 TPD by using Steel and Alloy Steels Ingots/ Billets @ 8 TPD raw material under orange category, subject to conditions mentioned therein. Now, the industry has installed a new induction furnace of capacity 1.5 T/heat and has also increased the length of the rolling mill to increase in its production capacity from 6.5 TPD to 12 TPD. Accordingly, the industry has applied for varied of consent to operate under the Water Act, 1974 and the Air Act, 1981 along with requisite documents i.e application form, feasibility report, project report, Invest Punjab certificate of in principal approval (Expansion) Punjab Right to Business Act,2020, DTP report, fire certificate, sampling report etc, for manufacturing of Steel Ingots and Rounds Bars, Flats and other shape and size @ 12 TPD after expansion by using various grades of Steel Scrap @ 14 TPD raw material under orange category. The industry has deposited Rs. 5400/- vide R. No. 28/5581 dated 04.12.2023, Rs. 8400/- vide R. No. 505041692 dated 29.02.2024, Rs. 9600/- vide online receipt no. 654296355 dated 03.07.2024 & Rs. 36000/- vide online receipt no. 447090531 dated 02.08.2024 as water consent fee and Rs. 5400/- vide R. No. 28/5581 dated 04.12.2023, Rs. 8400/- vide R. No. 783936205 dated 29.02.2024, Rs. 9600/- vide online receipt no. 6032648 dated 03.07.2024 & Rs. 36000/- vide online receipt no. 691752641 dated 02.08.2024 as air consent fee against the fixed assets of Rs. 579.97 lakh as on 31.05.2024 as per CA certificate dated 28.06.2024, which is adequate upto 31.12.2025. The industry has also deposited Rs. 10800/- vide R. No. 28/5581 dated 04.12.2023 as NOC regularization fee against expansion cost of Rs. 4.09 Cr. apporx, which is adequate. Moreover, the land of industry is taken on lease for 15 years and as per land use pattern obtained from District Town Planner, Punjab vide memo no. 438 dated 03.03.2023 for the land in the revenue estate farm Bahadurgarh, Distt Patiala in khasra no. 18//1/4 (0-14), 2/3/(5-11), 8/1(3-1), 9/1(7-17), 10/1(1-8), 11/2/1(0-15), 12/2(1-8) measuring 10 kanal 14 marla, the site of the industry falls in the industrial zone as per notified Master Plan, Patiala, hence, is suitable for expansion project. The industries has submitted certificate of Principal Approval from Invest Punjab dated 14.03.2023, valid upto13.09.2026 and as per the certificate the service include issuance of approval of factory building plan. The industry has also submitted stack emissions sampling reports and analyzed by NABL Approved Laboratory (Centre for Environment and Food Technology Pvt. Ltd.) on 02.01.2024. As per the report, the concentration of particulate matter is 69.4 mg/Nm3 (rolling mill section) against the permissible limits is 150 mg/Nm3, which is within the permissible limits as prescribed by the Board. The industry has also obtained completion certificate from Punjab State Council for Science & Technology, Chandigarh vide letter no. PSCST/TFD/67 dated 11.06.2024 of capacity 1.5 T/heat induction furnace. The industry has submitted compliance report of consents conditions under the Water Act, 1974 and Air Act, 1981 earlier granted to it. The industry was visited by AEE of this office on 21.02.2017. During visit, it was observed as under:- 1. The industry was in operation. 2. The industry has installed 01 Reverberatory Furnace alongwith cyclone separator followed by water scrubber as APCD with stack of adequate height. 3. The industry has installed 1 no. induction furnace of capacity @ 1.5 T/heat attached with pulse jet bag filter house as APCD and stack of adequate height. 4. The industry is using pulverized coal as fuel its is rolling mill. 5. The industry has installed 02 electric annealing furnace of capacity and stack of adequate height. 6. The industry has also installed 01 grinder machine for pulverizing the coal which is equipped with bag house filter to act as a recovery unit. No process emissions were observed from the said process. 7. The industry has installed 01 DG set of capacity 62.5 KVA each with canopy and adequate stack height. 8. The industry has installed 01 submersible pump as source of fresh water supply and the same has been equipped with water meter to quantify the amount of ground water abstracted through it. 9. The industry is re-circulating it entire cooling water and the domestic effluent generated is utilized onto land for plantation within premises after septic tank. Site Suitability: Applicability of EIA notification dated 14/9/2006:- In the EIA Notification dated 14/09/2006, it is mentioned that in case of secondary metallurgical processing industrial units, those projects involving operation of furnaces only such as induction and electric arc furnace, Submerged arc furnace, and cupola with capacity more than 60,000 tons per annum (TPA) would require Environmental clearance. In this case the proposed industry does require EIA, 2006 clearances until its production capacity is less than 60000 TPA. Applicability of first schedule of Factories Act, 1948 – The site of the industry falls in the designated industrial zone as per the notified Master Plan of Patiala, hence does not required permission from first schedule of Factories Act, 1948 (SAC) Applicability of Press Note-17 (1984 series):- Ministry of commerce and industry, Dept. of promotion of industry and internal trade, Govt. of India vide its notification dated 11.09.2019 had abolished press note 17 for iron and steel industry. The industry is complying with the provisions of Water Act, 1974 & Air Act, 1981. In view of the above, may if approved, recommendations be sent to SEE, ZO-1, Patiala that varied consent to operate under the Water Act, 1974 and the Air Act, 1981 be granted upto 30.09.2025 with suitable conditions as per policy of the Board.
