Subject: Application for varied consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974-M/s Hoshiarpur Automobiles Vill. Ambey Majra, Tehsil Amloh, Mandi Gobindgarh, Distt. Fatehgarh Sahib.
It is intimated that the service station is small scale orange category unit was granted consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through vide no. CTOW/Renewal/FGS/2023/22083957 dated 04/08/2023 valid upto 31/12/2023 and CTOA/Renewal/FGS/2023/22083781 dated 04/08/2023 valid upto 30/09/2027 for Servicing of Cars @ 60 Numbers/Day.
As per record of the unit, the consents fee is adequate upto 30/09/2027 under the both acts. Now, the industry has deposited penalty fee (25%) of Rs. 5400/- vide no. 138409538 dated 30/06/2024. The industry has submitted CA certificate of Rs. 1207.16 Lakhs as on 30/04/2024 CA certificate dated 10/05/2024. The consent fee under the Water (Prevention & Control of Pollution) Act, 1974 is adequate upto 30/09/2027 as per office order dated 29/10/2018. The industry has submitted NOC Regularization fee of Rs. 1100/- vide no. 138409538 dated 30/06/2024.
Now, the industry has applied for varied consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Servicing of Cars @ 55 Numbers/Day under orange category with requisite documents.
The industry has submitted water test report by Environ Tech Laboratories on 02/07/2024 as per report all the parameters are within limits prescribed by the Board and the copy of the report is attached herewith.
To verify the contents, the industry was visited by the AEE of this office on 29/07/2024 During the visit, it was observed as under:
1. The industry is a sale cum Service station for Maruti Vehicles.
2. The industry has provided 1 no. washing station to wash the Cars during the service. The waste water was being recycled after treatment in ETP.
3. The industry has installed physio Chemical based ETP which was in operation during the visit.
4. The industry has provided septic tank to treat its domestic effluent which is discharged onto land for plantation after treatment.
5. The industry has installed 1 no. DG set 125 KVA, which is equipped with canopy and stack of adequate height.
6. The industry has installed 1 no. paint booth which is equipped with filters to trap paint aerosol/emissions during the painting of vehicle parts with ID fan and stack of adequate height.
7. The industry has provided water meters on inlet and outlet of ETP and its reading was 5111KL and 3510 KL.
8. The industry has installed water meter on its submersible pumps and its reading was 1989 KL and 1288 KL.
9. The industry has provided separate energy meter for operation of ETP and it has started maintaining record regarding the same.
Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under:
"The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries."
PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month.
In the subject cited case, the industry has mentioned ground water extraction @ 18 KLD. Considering 25 working days per month, ground water extraction will be 450 KL/month, which is more than 300 KL/month. The industry has obtained permission from Punjab Water Regulation and Development Authority (PWRDA) through vide no. GW/PWRDA/04/2024/L1/133 dated 25/04/2024.
In view of above, if approved it is recommended that the varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30/09/2027 with suitable conditions and special conditions as under:
1. The industry shall maintain and operate its ETP, regularly and efficiently and maintain the record of operation of the ETP.
2. The industry shall maintain adequate plantation area to utilize its treated effluent in scientific manner.
3. The industry shall obtain authorization under Hazardous Waste Rules, 2016.
4. The industry shall plant trees wherever space is available inside and outside the unit.
5. The industry shall not undertake expansion without obtaining approval from the Board.
6. The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities.
7. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles/water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.
8. The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
