File Note:  The project proponent has applied for obtaining consent to establish/NOC for the establishment of Residential Colony" in an area of about 13.24 acre having total 268 no. Residential Plots with requisite documents under Red category as the domestic effluent generation is more than 435 KLD, with requisite documents.  The PP has submitted license to develop the colony under PAPR Act, 1995 issued by the Municipal Corporation, Bathinda vide their office letter no. 5/2024 dated 19.4.2024 to promoter namely “Arjun prime Builders and promotors” for developing a land a residential colony namely “Arjun Enclave” Multania Road, Bathinda measuring (13.24 acre) technical approved by MC Bathinda vide Drg. No. ED/AD/AE/2023/01 Dt. 29.10.2023.  The project proponent has submitted Fees @ 18000/- vide no N131243032681015 dated 10.5.2024 for total assets value of 8.58 Cr. which is adequate for 1 year.  The PP has submitted the copy of approved layout plan vide lisence no. 5/2024.  The PP has submitted feasibility report for the control of Water Pollution by installing Sewage Treatment Plant by considering occupancy of 15 persons per plot / house. As per the feasibility report the total proposed generation of the effluent is 435 KLD and the PP has proposed to install the STP @ 435 KLD based on MBBR Technology.  The PP has proposed sewage treatment plant for the treatment of domestic effluent for residential colony of capacity 435 KLD consists of Bar Screen  Grit Chamber  Primary Clarifier  Aeration Tank/ MBBR  Secondary Clarifier Multi Media Filter Sludge Drying Bed Disposal of Sewage.  The PP has proposed to install the Septic tank in the 1st phase for 20 households and the STP will be provided thereof for treatment of the domestic effluent by using the septic tank as collection tank for STP. The STP will be installed in the reserved space @ 247.49 sqm.  The PP has proposed to dispose the effluent as per proposal reproduced as under; Dual plumbing for flushing purpose: As per the National Building Code 2016 the water utilization is as per Annexure- A wherein the total per person water requirement has been estimated as 135 lpcd out of which 90 lpcd is requirement and 45 lpcd is for flushing. Flushing @ 45 ltr per person will be used- total population is 4020 person and total effluent under reuse for dual plumbing will be – 4020* 45 = 181 KLD. Green Park Area for Gardening Green Parks (2679 sqm) 0.662 Acres within the project. The reuse line in household will be provided to utilize the effluent for gardening purpose. The total green park area will be 0.66 Acres inside the project which will be sufficient for the usage of the treated effluent (40 KLD). Road side plantation of wide canopy trees A total of 670 trees will be planted in the project along the road as per the proposed plan attached which will be approx.1.2 Acres which will be sufficient to utilize @ 90 KLD treated effluent. Road sprinkling A total of 14 KLD effluent can be utilized for road sprinkling for suppressing of the dust emissions from the road Extra plantation as per karnal technology along the site of the colony As per karnal technology (Annexure- B) it is possible to dispose 0.3 to 1.0 MLD of untreated sewage in 1 Hectare of the plantation area developed as per technology. Even if considering minimum utilization 2.5 Acres of land can use 0.3 MLD of waste water. 2.5 Acres = 300 KLD 1 Acres= 120 KLD Plantation will be developed in an area of 7 Bigha 4 Biswa (1.5 Acres) (copy of jamabandi attached) which will be sufficient to utilize @ 120 KLD treated effluent in 1 acres. Since the land in Bathinda is sandy type the porosity of the land is quite enough to utilize 120 KLD of treated effluent. As such total effluent @ 180 KLD can easily be utilized. Total utilization of water = Flushing + Gardening + Road side plantation + Road Sprinkling + Planation as per Karnal technology = 181+40+90+14+180= 505 KLD which is greater than 435 KLD generated. The above proposal submitted by the PP is principally adequate and since the disposal arrangements are more than treated effluent generated as such proposal is adequate. The colony has submitted approved layout plan as per which the total covered area is 30965.72 sq.mtr. The maximum FAR is 2.1 and as per the maximum FAR the maximum builtup area will be 2.1X30965.72 sq.mtr., which is 65,028.012 sqm. As per the calculation of built-up area by considering FAR @ 2.1 still built-up area is less than 1,50,000 sq.mtr. Hence, EIA notification 14.09.2006 is not applicable on colony.  The site of the PP was visited by AEE of this office on 30.7.2024 and it was observed as under: 1. The site falls in residential land use zone of notified master plan, Bathinda on Multania road. 2. There is no rice sheller/BKO/HMP in 100-meter radius, MAH within 250-meter radius and air polluting industry within 100-meter radius of the proposed industry. 3. The project proponent has not proposed any DG set. 4. During visit, the representative of the project proponent has informed that they shall dispose off its municipal solid waste in house in scientific manner by providing compost pits and has reserved 169.36 sqm area for management of solid waste.  From the above it is clear that site is suitable for the establishment of residential colony and proposal submitted by the project proponent is adequate as per the Water Act, 1974 & Air Act, 1981.  Keeping in view of above it is recommended that Consent to establish/NOC may be granted to the project proponent for the establishment of Residential Colony" in an area of about 13.24 acre having total 268 no. Residential Plots with requisite documents under Red category as the domestic effluent generation is more than 435 KLD, with suitable conditions along with special condition that- 1. This NOC is valid for establishment of Residential Colony" in an area of about 13.24 acre having total 268 no. Residential Plots at Multania road, Bathinda. 2. The PP shall utilize the treated effluent from the nearby STP for construction purposes and shall restrict usage of fresh water. The project proponent shall submit an agreement in this regard within 10 days. 3. The PP shall provide dual plumbing line for utilization of treated effluent for flushing purposes. 4. The promoter company shall ensure the compliance of conditions that only roof top rainwater shall be discharged into rainwater harvesting system, no surface run off or any other rainwater flowing in lawns garden be allowed to enter into the rain water harvesting system, and All the pipes provided for the recharging system should be visible and properly colored. 5. The PP will not alter / change / expand its approved layout plan without prior permission from the Board and the built-up area under the project shall not exceed 1,50,000 sq.mtr. 6. The PP shall be bound to obtain Environmental Clearance from the concerned authorities in case the built-up exceeds 1,50,000 sq.mtr. 7. The PP will develop the land area taken on lease for disposal of treated effluent as per karnal technology simultaneously with the development of the project. 8. The PP will manage its solid waste generated in-house as per the guidelines laid in the Solid Waste Rules, 2016. 9. The promoter shall provide a buffer zone of green belt (dense populated trees with pleasant fragrance) around the sewage treatment plant, so as to reduce the effect of odour problem in its vicinity. 10. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste. 11. The project proponent shall comply with the provisions of the Construction and Demolition Management Rules, 2016.
