File Note: In reference to above, it is submitted that the project proponent has proposed to establish a new Rice Sheller-cum-Steamed plant for manufacturing of Dry/steamed/ rice by using Paddy as raw material. Accordingly, the industry has sought consent to establish (CTE) for establishment of a Rice Sheller unit to produce Sorted Raw Rice with Dryer @ 4.0 TPH/Steamed Rice @ 3.0 TPH by using Paddy @ 6.0TPH under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 under orange category. The industry has also deposited NOC fee i.e. Rs. 18,000/- under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 as mentioned at serial no. VII against the total fixed assets of project of Rs. 725.0lacs, which is adequate for one year. Along with the application, the industry has provided: - 1) Registries of land. 2) A copy of provisional CLU obtained from District Town Planner, Sangrur vide memo no. 686 DTP(S)/RS-1 dated 30.05.2024 for establishment of rice sheller unit in a land measuring 31 kanal 4 Marla 2 Sarsai for its proposed project. 3) Distance certificate obtained from Tehsildar, Lehra vide its letter dated 19.02.2024w.r.t. the land for total measuring 31 kanal 4 Marla 2 Sarsai. 4) Feasibility report mentioning the proposed mechanism to control & prevent the water and air pollution and its proper disposal, which will arise during its operation. And process flow diagram for wastewater treatment plant (ETP). 5) The project report mentioning the proposed project cost of various heads. 6) Partnership deed. 7) Manufacturing flow chart. 8) Copy of Principal approval obtained from Competent Authority. The application submitted and the documents provided along with the fee deposited by the industry is found complete and adequate. To verify submissions made by the industry and to check the facts on the ground, the proposed site of the unit was visited by the undersigned on 30.07.2024 and during visit, it was observed as under: - 1. The site is located at Rorewal - Jhaloor Road, Village Rorewal, Tehsil Lehra, District Sangrur. 2. The industry has started construction of boundary wall at the proposed site. 3. During visit, no HT line was found passing through the proposed site. 4. The industry has proposed to install multi cyclone separator as APCD alongwith stack of adequate height with boiler section. 5. The industry has proposed to install separate cyclone separator as APCDs for shelling section, paddy cleaner of dryer section. 6. The industry has also proposed to install 4 nos. dryers and one no. boiler of capacity 6.0 TPH. The industry has proposed to provide separate cyclone separator with each dryer and boiler section. 7. The industry has proposed to provide septic tank for treatment of its domestic effluent as well as boiler blow down and the treated domestic effluent will be discharged onto land for plantation. 8. The industry has proposed to develop plantation along the boundary wall of the rice sheller unit to utilize its domestic effluent and boiler blow down onto land for plantation. It is pertinent to mention here that specific sitting guidelines have been prescribed by the Board for the establishment of a Rice Sheller/Parboiled plant, as per Deptt of Science Technology & Environment Govt. of Punjab Order No.10/48/2004/STE(4)/932 dated 15.10.2013. The detailed status report w.r.t. sitting guidelines as per the report signed by the Tehsildar, Lehra is attached herewith. S. From the above reports of DTP andTehsildar as well as findings during visit made by undersigned, it is clear that the industry is meeting with the specific sitting guidelines prescribed bythe Board for the establishment of a Rice Shellers/Steamed plant, as per Deptt.of Science Technology & Environment Govt. of Punjab Order No.10/48/2004/STE(4)/932 dated 15.10.2013 In view above, it is recommended that the consent to establish (CTE) a new Saila plant for manufacturing of Sorted Dry rice @ 4.0 TPH/steamed rice @3.0 TPH by using Paddy @ 8.0 TPH under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 may be granted to the industry under orange category, subject to the suitable conditions as per the policy of the Board and following additional conditions: - 1. This NOC is valid for establishment of a new unit for the production of Sorted Raw Rice with Dryer @ 4.0 TPH/Steamed Rice @ 3.0 TPH by using Paddy @ 8.0 TPHas raw material, located at Sullar Road, Village Janal, Dirba, District Sangrur. 2. The industry shall install its plant machinery in revenue estate of Village Janal, Dirba, District Sangrur, having Khasra no. 60//11(2-15-5), 61//6(6-8), 12(2-12), 12(2-12), 13(6-9-5), 14(6-9-5), 15(6-9-5)land measuring 31 kanal 4 Marla 2 Sarsai, mentioned in the DTP letter vide no. 686 DTP(S)/RS-1 dated 30.05.2024. 3. The industry shall comply with all the conditions imposed in the NOC granted vide District Town Planner, Sangrur letter no. 686 DTP(S)/RS-1 dated 30.05.2024. 4. The industry shall not install saila machinery without obtaining prior permission of the Board. 5. The rice sheller shall ensure the compliance of following code of practice laid down by Govt. vide order no. 10/48/2004-STE (4) /932 dated 15/10/2013 at all the times in true letter & spirit:- A) Code of Practices i. All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. ii. The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller / saila plant. iii. All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above the roof of the building. iv. The management and handling of rice husk in the rice shelling units / saila plants should be done as under: a) All the rice shelling units / saila plants shall provide paved / brick roads / cement concrete roads/ metalled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. b) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe. c) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk. d) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3' length. e) Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. f) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds. v. "Guidelines for Handling, Transportation, Storage and Disposal of Ash from Husk Fired Boiler:- The management and handling of rice husk ash in the rice shelling units/saila plants should be done as under:- a) The ash collected from APCD from husk fired boiler shall be temporarily stored in a shed/chamber closed from at least three sides and a roof, with access only from the from the front side for purpose of removal of ash. b) During loading/ unloading of ash, water shall be sprinkled periodically to keep the ash heap in wet condition so that the top layer remains wet at all times so that ash particles are not blown by winds. c) All the conveyors/ vehicles conveying ash within or outside the plant premises shall be covered from all sides to prevent blowing of ash particles by winds. d) The boiler ash shall be disposal in such a way that secondary emissions of the ash do not occur due to wind blowing effect. The following disposal practices shall befollowed. For units disposing ash outside their own premises: The rice mills disposing their boiler ash outside their premises through contractors shall ensure that the ash has been disposed at a designated landfill site facility as approved by Punjab Pollution Control Board. For units disposing ash within their own premises: a) The units disposing ash at the ground level should cover the ash wit soil and periodically sprinkle water on the disposed ash so as to keep it in wet condition at all times. Pilling up of another batch of ash over the earlier disposed ash may be done, but the ash heap should be covered each time by soil and kept wet by sprinkling of water. A wind breaking wall of a height equal to the height of the ash heap shall be erected around the ash disposal site, leaving an opening for access road. b) The industry may develop underground ditch for disposal of boiler ash within plant premises in an environmentally sound manner." 6. The NOC is valid for one year. 7. The industry shall obtain permission for abstraction of ground water as per guidelines issued by the Punjab Water Regulatory and Development Authoritry (PWRDA)/Central Ground Water Authority (CGWA). 8. The industry shall discharge domestic effluent onto land for plantation after its treatment in septic tank. 9. The industry shall not consume any fuel except rice husk in boiler furnace & HSD for D.G. sets for burning purposes without the prior written permission of the Board. 10. The industry shall be bound to achieve stack emission standards laid down by the CPCB /PPCB from time to time and shall upgrade its APCD to ensure that emissions discharged conform to emission standards prescribed/amended by the Board from time to time. 11. The industry shall ensure to maintain the distance of sitting parameters as mentioned in the notification no. 10/48/2004-STE(4)/932 dated 15/10/2013, from the proposed site of the rice shelling unit. 12. The industry shall earmark the area for disposal of fly ash and also make agreement with the brick kilns for use of ash for the production of bricks. 14. The industry should confirm to the following ambient noise levels prescribed under Rule 13 (1) of Noise Pollution (Regulation & Control) Rules, 2000 at their boundary limits: Sr. No. Parameters Day Time Night Time 1. The industry shall install noise limiter on potential polluting devices including retrofitting the existing devices. 16. Adequate measures shall be taken by the project proponent during construction phase to reduce ambient air and noise level, so as to confirm to the stipulated standard by CPCB/SPCB. 17. The maximum noise levels near the construction site should be limited to 75 dB(A) Leq (5 min) in industrial areas and to 65 dB(A) Leq (5 min) in other areas. 18. Material need to be stockpiled and unused equipment to be placed between noisy operating equipment and other areas. The competency to decide the case lies with Environmental Engineer of Regional office, Sangrur.
