It is submitted that the establishment is a small scale orange category unit and was granted consent vides no. CTE/Fresh/SGR/2023/21880701 dated 21.07.2023 valid upto 20.07.2024 to establish its unit for manufacturing of Herbal Extracts @ 2400 MT/Year by using Ashwagandha Fruit @400 MT/Year, Senna Fruit @ 300 MT/Year, Green Tea Leafs @ 200 MT/Year, Coffee Beans @ 100 MT/Year, Brahmi Fruit @ 200 MT/Year, Harrad Fruit @ 300 MT/Year, Amla Fruit @ 300 MT/Year, Curcumin Fruit @ 200 MT/Year, Garlic Fruit @ 200 MT/Year & Vegetable Tannis @ 200 MT/Year, as raw material under orange category.
Now, the industry has installed its proposed plant & machinery in its premises and is already operating its unit and sought consent to operate to its unit from the Board under the Water Act, 1974 and the Air Act, 1981 for manufacturing of Herbal Extracts @ 2400 MT/Year by using Ashwagandha Fruit @400 MT/Year, Senna Fruit @ 300 MT/Year, Green Tea Leafs @ 200 MT/Year, Coffee Beans @ 100 MT/Year, Brahmi Fruit @ 200 MT/Year, Harrad Fruit @ 300 MT/Year, Amla Fruit @ 300 MT/Year, Curcumin Fruit @ 200 MT/Year, Garlic Fruit @ 200 MT/Year & Vegetable Tannis @ 200 MT/Year, as raw material under orange category.
The industry has deposited Rs. 1,18,800/- (54,000 under the Water Act, 1974, Rs. 54,000/- under the Air Act, 1981 and Rs. 10,800/- as NOC regularization fee) vide UTR no. P181240332221622 dated 29.06.2024, which is adequate upto 30.6.2029.
The industry has provided following documents along with online application: -
1. Copy of CA certificate mentioning the value of fixed assets as on 28.06.2024.
2. Copy of analysis reports of wastewater and air emissions sampling carried out on 12.07.2024 by M/s Evapo Tech Pvt. Ltd., Patiala (same are attached in agenda note).
3. Copy of site plan.
4. Copy of process flow chart manufacturing process.
To verify the submission made by the industry, the site of the industry was visited by AEE of this office on 05.08.2024 and observed as under:-
1. The industry was found in operation on trial basis by engaging in manufacturing of Herbal Extracts by processing of various types of fruits & leaves in boiler.
2. The industry has installed boiler of capacity 5.0 TPH equipped with cyclone separator as APCD with stack of adequate height. No emissions were found in ambient.
3. The industry was found discharging its trade effluent onto land for plantation after treatment through ETP installed by it. The domestic effluent is being discharged onto land for plantation after treatment through septic tank. Effluent Samples could not be collected due to low discharge.
4. The adequate land area was observed with healthy plantation.
5. The industry has got analyze its wastewater and air emissions samples carried out on 12.07.2024 from NABL accredited lab. As per analysis reports, various parameters were found permissible limits as prescribed by the Board for such type of unit.
6. The industry is being maintained record w.r.t. water abstraction, consumption and its final discharge.
The competency for grant of CTOs for such plants lies with the Senior Environmental Engineer of Zonal office.
Keeping in the view of above, it recommended that consent to operate for manufacturing of Herbal Extracts @ 2400 MT/Year by using Ashwagandha Fruit @400 MT/Year, Senna Fruit @ 300 MT/Year, Green Tea Leafs @ 200 MT/Year, Coffee Beans @ 100 MT/Year, Brahmi Fruit @ 200 MT/Year, Harrad Fruit @ 300 MT/Year, Amla Fruit @ 300 MT/Year, Curcumin Fruit @ 200 MT/Year, Garlic Fruit @ 200 MT/Year & Vegetable Tannis @ 200 MT/Year, as raw material may be granted to the industry upto 30.09.2028 with suitable conditions as per policy of the Board.
