It is submitted that earlier the PP has obtained Consent to Establish (NOC) of the Board for setting up of 4 TPH Biomass Pellet (Non-Torrified) Plant in an area approx. 2.275 acres at Village Jeeda on Bathinda-Amritsar Road under green category vide CTE/Fresh/BTI/2023/24346886 dated 15.12.2023 with validity upto 14.12.2024.
Further the PP has obtained Consent to Establish-Expansion (NOC) of the Board for setting up of 4 TPH Biomass Pellet (Non-Torrified) Plant in an area approx. 2.275 acres at Village Jeeda on Bathinda-Amritsar Road under green category vide CTE/Exp/BTI/2024/25635428 dated 30.05.2024 with validity upto 29.5.2025 with addition of extra machinery to produce pallets.
Now, the PP has applied Consent to operate under the provision of Water Act, 1974 and Air Act, 1981 of the Board for operation of 4 TPH Biomass Pellet (Non-Torrified) Plant with drier in an area approx. 2.275 acres at Village Jeeda on Bathinda-Amritsar Road under orange category.
The PP has deposited the CTO fee of Rs. 42000/- through online vide R.no. 331182399 & 416212729 dated 19.04.2024, Rs. 10800/- vide no. 370818108 & 441119767 dated 06.08.2024 against the proposed fixed assets of Rs. 401.82 lacs and adequate upto 30.06.2029 under Orange category.
The Industry has already applied for the financial subsidy for One-Time Grant/Capital For Setting Up Of Paddy Straw Based Pelletisation And Torrefaction Plant being granted by the CPCB however the same is pending with the CPCB due to incompletion in the documentation.
The industry has already procured 7000 MT of paddy straw during 2023 season
The PP has submitted manufacturing process consists of Crude Crushing - Material Drying - Fine Crushing - Pelletization.
The PP has submitted feasibility report and as per report the PP has proposed to install APCD to control emissions from the hammer mill, mechanical drier section as well as crude crushing (fine crushing). The industry has proposed to install common cyclone followed by the bag house filter as APCD for all the three sections.
The industry has later proposed to install mechanical drier with the process and will carry out mechanical drying of the crushed material. The industry earlier has also proposed to install extra crushing and hammer mill machinery to make the total production capacity @ 5 TPH (as per machine specification) however the effective production capacity will remain i.e. 4 TPH as per actual working condition.
The industry has earlier proposed to partly install machinery of M/S Shandong Yulong Machine Co., Ltd, Xiuhui Town, Zhangqiu, Jinan, Shandong Province, China which is imported machinery and partly indigenous machinery from soni traders and KP engineering works.
The Site of the industry was visited on 27.8.2024 and it was observed as under:
1. The industry was not in operation during visit.
2. The industry has already set up one line of the machinery. In this line the industry has set up Yulong make rotary cutting machine with its electric control cabin, a belt conveyor, Shredder by RK (having make shredder solutions private limited, Haryana). Further, to this a box type drier has been installed with piping system and cyclone collection system with air lock to dry and collect the pre shredded material. The Shredded material is then fed to the conveyor of the hammer mill where the material is crushed and the crushed material collected using the ID fan in the cyclone collector with air lock system and electric control cabinet. Further the material is led to the palletization machine through conveyor belt The machine is electrically controlled through control cabinet has 2 no 2 different sections for pallets making (dual shaft)with outlet onto flat conveyor. Further a conveyor belt has been provided as per detail of the proposed machinery.
3. Also the industry has earlier proposed to install additional pallet machine with 92 HP motor, Flash drier with 22 HP motor, Hammer mill with cyclone and 75 HP motor and paddy straw shredder with Motors, control panel and gear. Out of this flash drier and the paddy straw shredder has been installed with the above mentioned pelleting line (at point no. 2).
4. The Dual feed pallet/ briquette machine and hammer mill were found lying in the premises and the same have not been in line of the process. The PP informed that these machineries will be set up for the proposed line 2.
5. The industry has provided septic tank for the treatment of domestic effluent along with provision to discharge treated effluent onto land for plantation.
6. The PP has not installed any DG set in its premises.
7. There is no process from where trade effluent will be generated.
8. The PP has installed cyclone followed by bag house filter as APCD with hammer mill section, drier section as well as crusher mill section. The APCD installed are common for all three sections.
9. As per the billing and quotations of the machinery submitted the industry has ordered following machinery from Shandong Yulong machine Co. ltd.
a. Rotary cutting machine (including electric control panel) 1 no.
b. Hammer Mill (with belt conveyor, inverter, magnetic roller, fan blower, cyclone, air lock, dust collector, Electric control cabinet).
c. Palletizing process (with belt conveyor, inverter, dual shaft screw silo, material leveler, supporting steel, feeder, inverter, pallet machine, oil pump, falt belt conveyor, electric control cabin).

Since the assembling of the machinery in line 2 is not complete moreover no APCD have been provided in line 2 as such it is, recommended that industry may be issued SCN with an opportunity of personal hearing at ZO level.
