File Note:  It is submitted that the industry was granted consents to operate under the provisions of Water Act, 1974 and Air Act, 1981 vide no. CTOW/Renewal/MNS/2019/10113187 & CTOA/Renewal/MNS/2019/10113082 dt. 18.06.2019, which are valid upto 30.09.2024 for operation of rice sheller unit of capacity Raw rice / Sorted rice @ 2 TPH with dryer, subject to the conditions mentioned therein.  Now, the industry has applied for obtaining varied consent to operate under the Water Act, 1974 & the Air Act, 1981 through OCMMS for operation of rice sheller unit of capacity 3 TPH of Raw rice /sorted Rice with Dryer and Steamed rice @ 3 TPH.  The details of case are as under –  The industry has also submitted the CA certificate dated 09.08.2024, wherein, the value of total fixed assets of the unit is Rs. 274.22 lakhs with value of plant & machinery is Rs. 211.15 lakhs.  The industry has deposited Rs. 32,400/- vide online R.No. N221243196793880 dated 08.08.2024 under the Water Act, 1974 and Rs. 32400/- vide online R.No. N221243196774704 dated 08.08.2024 under under the Air Act, 1981, which is adequate upto 30.06.2027 as per circular dated 29.10.2018.  The industry has also deposited NOC regularization fee of Rs. 10800/- vide online R. No. N221243196779758 dated 08.08.2024 which is adequate.  The industry has submitted feasibility report regarding installation of cyclone separator as APCD with the paddy cleaner of the dryer and the milling section and multi cyclone to be installed with the 4 TPH boiler.  The industry has submitted undertaking regarding adequacy of existing cyclone separator as APCD with shelling section and paddy cleaner of dryer section along with adequate stack height and sample collection facilities and compliance report of previous consent conditions granted to it.  As per record file the khasra nos. are same with the previous record and there is no change in the land area. The industry has attached the MC limit certificate from EO, MC, Budhlada vide his memo no. 1623 dt. 25.06.2024 which is reproduced as per attachment.  The site of rice sheller unit was visited by undersigned on 28.08.2024 and Sh. Surinder, representative of the industry was contacted and it was observed that- 1. The industry was not in operation as the milling activity of the existing dry rice mill has been completed. 2. The industry has completed the expansion activity and the boiler has been installed within the existing premises with multi cyclone as APCD adjoining to the existing raw rice milling machinery. There is no expansion in the land area of the unit. 3. The industry has installed separate cyclone separator as APCD with the milling section and paddy cleaning section of the dryer in the existing rice mill with adequate sampling arrangements. 4. The industry has provided brick wall of adequate length with 10' height around husk discharge and wire mesh of 5' height has been provided above the said wall, in compliance to code of practice prescribed by the Govt. vide order dated 15.10.2013. 5. The industry has provided brick paving roads within the premises. 6. The industry has planted sapling along its boundary wall and advised to plant more saplings. From above, it is clear that the site of the industry is suitable for expansion of a rice shelling unit as well as the unit is complying with the code of practice and provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981. Keeping in view of above, if approved, it is recommended that varied consent to operate under Water Act, 1974 & Air Act, 1981 may be granted to the industry for operation of rice sheller unit to manufacture Sorted /Raw Rice with Dryer @ 3.0 TPH and Steamed Rice @ 3.0 TPH, subject to the suitable conditions along with specific conditions:- 1. This consent is granted in supersession of earlier consent to operate granted to the industry under the Water Act, 1974 and Air Act, 1981 vide nos. CTOW/Renewal/MNS/2019/10113187 & CTOA/Renewal/MNS/2019/10113082 dt. 18.06.2019, which are valid upto 30.09.2024 for operation of rice sheller unit of capacity Raw rice / Sorted rice @ 2 TPH with dryer, subject to the conditions mentioned therein. 2. The industry shall comply with the code of practice notified by the Govt., Deptt. of Science, Technology & Environment vide order dt. 15.10.2013 as follows:- i) All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. ii) The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller / saila plant. iii) All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 metres above the roof of the building. iv) The management and handling of rice husk in the rice shelling units / saila plants should be done as under: - a) All the rice shelling units / saila plants shall provide paved / brick roads / cement concrete roads / metalled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. (b) (i) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe. (ii) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk. (iii) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3'length. (iv) Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. (c) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.
