Sir RO has reported that the industry has obtained consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/ASR/2023/22132460 dated 29/05/2023 for Finished/Dyed Fabrics @10T/day using Silicon @10Kgs/day UF @150Kgs/day EM @75Kgs/day Colour @30 Kgs/day CD Powder @30Kgs/day DE Foamer @5Kgs/day Grey Knitted Fabrics @10T/day as raw material, valid upto 28.05.2024 Now, the industry has applied for obtaining fresh consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and under Water (Prevention & Control of Pollution) Act, 1974 for Finished/Dyed Fabrics @ 05 T/day, Shoes @ 1000 Numbers/Day using GREY KNITTED FABRICS @ 05 T/day, Silicon @ 10 Kgs/day, MBX @ 100 Kgs/day, EM @ 75 Kgs/day, Colour @ 30 Kgs/day, CD Powder @ 30 Kgs/day, DE Foamer @ 05 Kgs/day, Yarn (for shoes) @ 85 Kgs/day, Cloth (for shoes) @ 145 Meter/day, Insole @ 2000 Numbers/Day, Sole @ 2000 Numbers/Day, Adhesives @ 50 Kgs/day. Detail of the case are as under:- 1. The industry has submitted CA Certificate having gross value of fixed assets of Rs. 900.39 Lakhs as on 31/03/2024. Accordingly, the industry has deposited Rs. 110660/- (including Rs. 500/- as application form fee, Rs. 2160 as penalty fee under Water Act, 1974) vide Receipt No. 88741756 dated 21.08.2024 as consent fee under Water Act, 1974. Rs. 110160 (including Rs. 2160 as penalty fee under Air Act, 1981) as consent fee under Air Act, 1981, which it is adequate upto 30.06.2029 under both acts. 2. The industry has submitted report issued from DTP; Amritsar vide letter no. 574 dated 09.05.2023 in which it has mentioned that the existing proposed site of the industry fall under mix land use zone as per Master Plan of Amritsar (2010-31) and said activity is allow. 3. The industry has submitted completion certificate of ETP @ 300 KLD prepared by M/s Universal Enviro Engineers vide no. Univ/Gen/24-25/CC/15 dated 18.08.2024 with following components of the ETP: - Bar Screen –Equalization Tank - Flocculation Tank – Primary Tube settlers 02 no. – MBBR - Secondary Tube settlers 02 no – Holding Tank – PSF – ACF – outlet. 4. The industry has submitted compliance report of previous NOC granted under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. 5. The industry has submitted building plan approved by competent person of Director of Factory Act, 1948. 6. The industry has submitted site plan and has showed plantation area of approx. 3.6 acres land reserved for plantation. Also, the industry has submitted overall calculation of wastewater generation i.e. 206 KLD and accordingly the industry has reserve 3.06 acre land under plantation area which may consider suitable for discharge of given quantity of effluent. The industry was visited by AEE of this office on 30/08/2024 and observed the following: 1. The industry was not in operation. 2. The industry has installed 12 no. jet machines, 02 no. hydroextractor, 02 no. stentor machine and machinery relates to manufacturing of shoes. 3. The industry has installed an ETP of capacity 300 KLD comprising of Bar Screen –Equalization Tank - Flocculation Tank – Primary Tube settlers 02 no. – MBBR - Secondary Tube settlers 02 no – Holding Tank – PSF – ACF – outlet. 4. The industry has developed plantation area in 02 acre land where eucalyptus tree and popular tree have been developed of height approx. 05 feet with karnal technology. The industry has also provided 1.6 acre land for plantation purpose where the industry is in process to plant fresh sapling of eucalyptus trees. 5. The industry has installed thermopac of capacity @ 3000 U, Multi-Cyclone Separator and wet scrubber has provided as APCD with adequate stack height and sampling arrangement. Rice husk was laying in the premises to be used as fuel. 6. During visit the representative submitted a letter and informed that out of 12 no. jet machines they only operate 06 nos. at a time. They will never use 12 no. machine at a time in future and will generate only 206 KLD effluent from the process. If in future they will generate effluent more than 206 KLD they will provide more plantation area from 3.6 acres. It is further intimated that the industry is complying with the conditions of the consent to establish granted to it. The industry falls in Red category in small-scale sector and competency to decide the case lies with The Senior Environmental Engineer of the Board.
RO has recommended that the fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 be granted up to 30/06/2029 as per the policy of the Board along with following special conditions: - 1. The industry shall only generate consented quantity of trade effluent i.e. 206 KLD and in case of increase of trade effluent the industry shall provide additional plantation area. 2. The industry shall submit the analysis report of effluent and emission samples from the Board’s Lab/Board’s Approved Lab within 02 months.
Keeping in view of above, it is recommended that the fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 be granted up to 30/06/2029 as per the policy of the Board along with following special conditions: -
1. The industry shall only generate consented quantity of trade effluent i.e. 206 KLD and in case of increase of trade effluent the industry shall provide additional plantation area.
2. The industry shall submit the analysis report of effluent and emission samples from the Board’s Lab/Board’s Approved Lab within 01 month.
