File Note: A) The industry is a small scale red category dyeing unit. The industry was granted ‘Consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH3/2022/20136370 dated 27.10.2022 valid upto 26.01.2023 & the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH3/2022/20180353 dated 27.10.2022 valid upto 26.10.2023 for Dyeing for all type of Garments @ 3000 Kgs/day along with discharge of trade effluent @ 125.7 KLD & domestic effluent @ 2.0 KLD into conveyance system of CETP 50 MLD along with one baby boiler of capacity @ 700 Kg subject to suitable conditions mentioned therein. B) Thereafter, the industry had applied for Varied ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act 1974 & the Air (Prevention & Control of Pollution) Act, 1981, which were returned due to incompletion of documents. C) Now, the industry has again applied for Varied ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act 1974 & the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for Dyeing for all type of Garments @ 4500 Kgs/day along with discharge of trade effluent @ 198 KLD & domestic effluent @ 2.0 KLD into conveyance system of CETP 50 MLD along with one FBC boiler of capacity 01 TPH. D) The industry had already deposited Rs. 19,600/- (18000/- Water + 1100/- NOC fee + 500/- Form fee) vide online receipt no. 633551004 dated 10.10.2022 & Rs. 19,600/- (18000/- Water + 1100/- NOC fee + 500/- Form fee) vide online receipt no. 182269862 dated 03.05.2024 under the Water Act, 1974 & Rs. 18,000/- vide online receipt no. 753595273 dated 14.10.2022 & Rs. 18000/- vide online receipt no. 754159046 dated 04.05.2024 under the Air Act, 1981, which is adequate upto 30.06.2030 under Water Act, 1974 after deduction of Rs. 7200/- as penalty & adequate upto 31.12.2032 under Air Act, 1981 after deduction of Rs. 1800/- as penalty. E) The industry was visited by AEE of this office on 03-09-2024 & it was observed that:- 1. The industry was in operation and was engaged in the process of dyeing of garments. 2. The industry has installed 22 soft flow machines (200 Kg X 5, 150 Kg X 5, 50 Kg X 4, 35 Kg X 1, 15 Kg X 1, 10 Kg X 1 sampling) in its premise. The industry is doing garment washing and dyeing of garments in these machines. 3. The industry has installed EMF at ground water extraction point and has started maintaining data. 4. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its effluent. The industry has provided the flow meter at its final outlet leading to CETP. 5. The industry has earmarked location of submersible pump on map (copy enclosed). 6. The industry has submitted detail of machinery, authenticated data regarding liquor ratio, number of lots, water consumption per lot (copy enclosed). 7. Total share allotment to the industry is 200 KLD and the industry has submitted certificate issued by Company Secretaries regarding DEMAT of shares and as per this certificate, the 200 KLD shares have been held in DEMAT (copy enclosed). 8. The industry has submitted SCADA data and the industry is discharging within its share allotment. 9. The industry has submitted permission obtained by it from PDA regarding discharging 200 KLD effluent into its sewer line (copy enclosed). 10. The industry has installed one FBC boiler of capacity 01 TPH. Wood is being used as fuel in the boiler. Cyclone separator has been provided as APCD with boiler. 11. The industry has installed 02 DG sets of capacity 82 KVA & 40 KVA with canopies. 12. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its trade and domestic effluent. The industry has provided the flow meter at its final outlet leading to CETP. 13. The industry has already submitted classification of area certificate from DTP vide memo no. 2706/DTP(L)/M-2A dated 21.09.2015. As per this certificate, site of the industry falls in Industrial Zone as per Master Plan, Ludhiana (2007-21). Keeping the above in view, it is recommended that: A. Varied ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for period upto 30.06.2029 for Dyeing for all type of Garments @ 4500 Kgs/day along with discharge of trade effluent @ 198 KLD & domestic effluent @ 2.0 KLD into conveyance system of CETP 50 MLD subject to the condition that: (i) The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP. (ii) The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing. (iii) The industry shall maintain the record of flow meter installed at outlet leading to CETP. (iv) The industry shall not generate/discharge trade & domestic effluent more than 200 KLD and shall discharge its trade & domestic effluent only into the conveyance system of CETP 50 MLD through single outlet. (v) The industry shall not install any new dyeing/ water polluting machinery without permission of the Board.
