It is submitted that the project proponent was granted Consent to Establish (NOC) from pollution angle vide no. CTE/Fresh/SGR/2024/25370293 dated 22.05.2024, which was valid upto 06/05/2025 for manufacturing of ZINC INGOT @ 5 MTD by processing of Zinc fines or dust or skimming in dispersible form @ 18.65 MTD and Zinc scrap/Zinc Dross SCH-III Part D Basel No B1010 @ 3.0 MTD as raw material with zero discharge of trade effluent under orange category.
The industry has also installed the proposed plant & machinery along with pollution control devices as per the submission made during grant of NOC by the Board.
Accordingly, the Industry has now applied for fresh 'Consent to Operate' under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Zinc Ingot @ 5 MTD by processing of Zinc fines or dust or skimming in dispersible form @ 18.65 MTD and Zinc scrap/Zinc Dross SCH-III Part D Basel No B1010 @ 3.0 MTD as raw material under orange category along with requisite documents and adequate as mentioned below: -
1. The Industry has deposited fees as under Rs. 28000/- vide online receipt no. 192499472 dated 17.08.2024 under the Water Act, 1974 and Rs. 28000/- vide online receipt no. 211100021 dated 17.08.2024 under the Air (Prevention & Control of Pollution) Act, 1981. The consent fee deposited by the industry is adequate upto 30.08.2029 against the value of fixed assets of Rs. 94.36 lakh as on 06.08.2024 as per CA certificate dated 07.08.2024 submitted by the Industry.
2. The industry has submitted approved building plan dated 07.08.2024 from competent person Sh. Sushil Kumar Garg approved by the Director of Factories, Punjab.
3. The industry has also submitted completion certificate for its APCD designed as well as installed by M/s Laj Engineering Corporation, Barnala, contentions of which are reproduced as under:
"M/s Vardhman Agro and Allied Industries having zinc recovery unit at Maanwala Road, Vill. Dhura, Distt. Sangrur (Pb) engaged our consulting services for designing of the Gravity Settler, Bag Filter House followed by Wet Scrubber (APCD) to treat the suspended particulate matter (SPM), generating during the processing. The facility got the necessary civil, fabrication and erection work of the suggested APCD done under our guidance and supervision. Hence the APCD in its present configuration, is in conformance with the recommended design and specifications, it is expected to perform adequately to satisfy the desired requirements in achieving the applicable statutory norms."
4. The Industry has submitted compliance report of NOC conditions earlier granted to it under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.
Accordingly, the industry was visited by the AEE of this office on 13.09.2024 and during visit, it was observed as under:
1. The industry was found not in operation.
2. The industry has installed one no. furnace of capacity 400 Kg/heat equipped with common Gravity Settler, Bag Filter House followed by Wet Scrubber (APCD) to treat the suspended particulate matter (SPM), generating during the processing and stack of 30 mtr height.
3. The industry has also installed one no. pulverizer for grinding of zinc ash as well as zinc skimming and separate Bag filter house has been attached equipped with stack of 11 mtr from ground level and 3 mtr from roof level.
4. The industry is not generating trade effluent and the domestic waste water generated from the premises is being discharge onto land for plantation after passing through septic tanks.
5. The industry has developed along with boundary of the industry.
6. The industry has also applied for obtaining authorization under Hazardous Waste Rules, 2016 and same is being processed separately.
From above, it is clear that the industry is complying with the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of the above, it is recommended that fresh consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Zinc Ingot @ 5 MTD by processing of Zinc fines or dust or skimming in dispersible form @ 18.65 MTD and Zinc scrap/Zinc Dross SCH-III Part D Basel No B1010 @ 3.0 MTD as raw material under orange Category may be granted upto 30.06.2029 subject to the suitable conditions as per the policy of the Board and following additional conditions:
1. The industry shall apply for the varied Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981, if it increases its machinery/production.
2. The industry shall not discharge any effluent (treated or untreated) into any drain or in inland surface water at any time or any other unauthorized place by any unauthorized means and will discharge its treated effluent onto land for plantation only.
3. The industry shall not generate and discharge any trade effluent without the prior written permission of the Board. Only domestic effluent will be discharged onto land for plantation after passing through septic tank.
4. The industry is advised to obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA).
5. The project proponent shall not cause any kind of public nuisance due to its activity, in and around the unit.
