Feasibility Report:
The industry has installed the mechanical drier and has provided cyclone separator as APCD to control the process emissions alongwith stack of height 3m above roof level. The unit has already submitted feasibility report of the same during obtaining previous consents.
Land Document:
The industry has submitted register deed copy of after transfer firm M/s Gill Rice Mills to M/s Karam Rice Mill, Vill Bulepur, Focal Point, G.T. Road, Tehsil Khanna, Distt. Ludhiana dated 02/02/2023 (Copy attached)
Site Suitability:
The site of the sheller is in industrial zone and the industry has already submitted a letter from MC Khanna issued vide no. 1079 dated 09/10/2020, where in it has been mentioned as under:
"ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਸਬੰਧੀ ਆਪ ਦੀ ਦਰਖਾਸਤ ਨੰ. 658 ਮਿਤੀ 01/10/2020 ਦੇ ਸਬੰਧ ਵਿੱਚ ਆਪ ਨੂੰ ਲਿਖਿਆ ਜਾਂਦਾ ਹੈ ਕਿ ਆਪ ਦੀ ਫਰਮ ਮੈਸ ਗਿੱਲ ਰਾਈਸ ਮਿੱਲ ਵਾਕਿਆ ਨੇੜੇ ਆਈ.ਡੀ.ਬੇਕੁਟ ਹਾਲ ਜੀ.ਟੀ ਰੋਡ ਖੰਨਾ ਜੋ ਕਿ ਸੇਲ ਡੀਡ ਨੰ. 2018-19-107-1-33 ਮਿਤੀ 24/07/2018 ਰਾਹੀਂ ਜਮ੍ਹਾਂਬੰਦੀ 2013-14 ਅਨੁਸਾਰ ਖਰੀਦ ਕੀਤੀ ਹੈ । ਖੰਨਾ ਸ਼ਹਿਰ ਦੇ ਮਾਸਟਰ ਪਲੈਨ 2010-2031 ਅਨੁਸਾਰ ਇੰਡਸਟ੍ਰੀਅਲ ਜੋਨ ਵਿੱਚ ਪੈਂਦੀ ਹੈ ।"
Building Plan:
There is no modification/addition in the shed & building. However, the rice sheller has already submitted building plan approved from Er. Daljit Raheja, competent person under Director of Factories, Punjab.
Sampling Report:
The industry has submitted stack emission sampling report carried out by M/s Evapo Tech Technical Service & Consultant, Patiala lab on 25/03/2024 as per which the concentration of SPM is 207 mg/Nm3, which is within permissible limits as per prescribed standards for rice shellers.
Visit:
The rice sheller has been visited by the undersigned on 09/08/2024. During visit, it was observed as under:
1. The unit was not in operation due to off season.
2. The industry has installed 2 units of processing paddy @ 3 TPH. All the dust emitting points of each units were connected to a common point of the each APCD (cyclone separator). The APCDs are provided with adequate stack height alongwith sampling facilities.
3. The industry has installed paddy processing machinery including 2 no. pneumatic rulla, 8 no. polisher, 2 no. petti, etc.
4. The industry has installed the mechanical drier and has provided cyclone separator as APCD with the same. The industry has installed cyclone as APCD to control the process emissions alongwith stack of height 3m above roof level.
5. The industry has also installed a rice sortex machine.
6. The industry has provided brick road inside the premises for movement of vehicles so as to prevent the generation of dust.
7. The industry provided proper rice husk storage facilities inside the factory premises and the height of brick wall inclusive of wind screen in front of the discharge point of rice husk is more than 15'.
8. The industry has not installed any drier for drying of paddy.
9. The industry has provided pucca vehicle movement area from the main gate to rice storage room.
10. The industry provided rice husk storage facilities inside the factory premises and has provided shed for storage of rice husk.
11. The industry has provided some green belt around the along the boundary wall within its premises. The representative of the industry was advised to increase the green belt around all the boundary walls.
12. The industry has provided septic tank for treatment of its domestic effluent generated from toilet/bathrooms.
Recommendations
In view of the facts mentioned above, if approved, it is recommended that the fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Processing of Paddy @ 6.0 TPH (with drier) to produce Raw Rice @ 4.0 TPH may be granted upto 30/06/2027 M/s Karam Rice Mill, Vill Bulepur, Focal Point, G.T. Road, Tehsil Khanna with suitable conditions and following special conditions:
1. The industry shall be bound to comply with the provisions of Master Plan of Khanna.
2. The industry shall comply with the guidelines for Abstraction of Ground Water from the Punjab Water Regulation and Development Authority (PWRDA).
3. The industry shall discharge its domestic effluent onto land for plantation after treatment in septic tank.
4. The industry shall ensure that at any time the emissions do not exceed the emission standards laid down by the Board from time to time.
5. The adequacy and efficiency of the air pollution control device will be the entire responsibility of the industry.
6. The industry shall not discharge any fugitive emissions. All gases shall be emitted through a stack of suitable height, as per the norms fixed by the Board from time to time.
7. The industry will comply with the following code of practice notified by the Govt.
i. All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories.
ii. The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller.
iii. All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 metres above the roof of the building.
iv. The management and handling of rice husk in the rice shelling units should be done as under:-
a) All the rice shelling units shall provide paved / brick roads / cement concrete roads/ metalled roads inside their premises for movement of vehicles, so as to prevent the generation of dust.
b) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10’ high or 3.5’ higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35’ on each side of the rice husk discharge pipe.
c) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5’ height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk.
d) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15’’ which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3’ length.
e) Wherever the height of rice husk is 3’ or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk.
f) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.
8. The emission standards given in the order dated 13/9/2006 will remain operative for Rice Shellers and Saila Plants. These emission standards are reproduced as under:-
Emission Standards for Rice Shellers & Saila Plants in the State of
Punjab will be applicable as under: -
i. Emission standards 750 SPM (mg/Nm3)
ii. Inside the building TLV of air SPM (mg/Nm3)
NOTE: The existing units not meeting with the prescribed siting guidelines will meet with stack emission standards of SPM 500 mg/Nm3. To be controlled by the Director of Factories.
9. The industry shall continue to comply with the new code of practice notified by Govt. Notification no.10/48/2004-STE(4)/932 dated. 15/10/2013 at all the times.
10. The industry shall abide by the fresh directions (if any) issued by the Hon'ble Punjab & Haryana High Court/ Govt./ Board for compliance of code of practice of rice sheller.
11. The industry shall not cause any nuisance/traffic hazard in vicinity of the area.
12. The industry shall shift its location to designated area as per directions issued by the State Govt. / Board from time to time and time frame stipulated in Master Plan for industry located in MC limits.
13. The industry shall upgrade/ replace the APCD as per latest notification issued by the Ministry of Environment & Climate Change, New Delhi to achieve the revised emissions stands as amended time to time.
14. The industry shall apply for obtaining 'consent to operate' under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 before commissioning of the unit.
15. The project proponent shall not throw, burn or burry any solid wastes in open, outside premises or in drain / water bodies.
16. The project proponent shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities. (See attached banner).
17. The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
18. The industry shall provide thick plantation of spreading crown varieties of evergreen trees all along the boundary wall.
19. The industry shall submit the stack emissions analysis report from Board's lab within one month of the operations in the coming season.
