Subject: Application for obtaining fresh consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981- M/s Aman Feed Industries Unit-II, Village Badinpur, Tehsil Amloh, Distt Fatehgarh Sahib.
Previous History:
It is intimated that the industry is small scale orange category feed unit was not obtained permission of consent to establish NOC from the Punjab Pollution Control Board.
Now, applied for:
Now, the industry has applied for fresh consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with requisite documents under orange category for manufacturing of Cattle Feed @ 05 MTD.
Consent fee detail:
New CA Certificate Rs. 501.39 Lakhs
Cost of Plant & Machinery Rs. 5.17 Lakhs
Fee deposited • Rs. 90000/- vide UTR No. 755315105 dated 20/08/2024 and Rs. 270000 vide UTR no. 414346280 dated 31/08/2024 as water consent fee.
• Rs. 90500/- vide UTR No. 737551128 dated 20/08/2024 as air consent fee.
NOC Regularization fee The NOC Regularization of Rs. 18000/- is adjusted with the consent fee under Water and Air consent fee.
Adequacy of consent fee The consent fee is adequate upto 30/09/2029 as per order dated 29/10/2018.
Visit:
To verify the contents, the industry was visited by the AEE of this office on 06/09/2024 During the visit, it was observed as under:
1. The industry was in operation during the visit.
2. The industry has installed 01 no. of grinder, mixer/pulverizer and one pelleting machine.
3. The industry has engaging in the manufacturing of Cattle Feed @ 05 MTD by using Doc Cake, Molasses, Wheat, Barley @ 5.35 MTD.
4. The industry has not installed any DG Set.
5. No water is used in the process, so no trade effluent is generated and domestic effluent is discharged onto land for plantation after passing through septic tank.
PWRDA Permission:
In the subject cited case, the industry has mentioned ground water extraction @ 0.5 KLD. Considering 25 working days per month, ground water extraction will be 12.5 KL/month, which is less than 300 KL/month. Therefore, the industry has not required to obtained permission from Punjab Water Regulation and Development Authority (PWRDA).
Site Suitability:
The industry has submitted CLU certificate from the Department of Town Planning vide letter no. 1053 dated 11/05/2018. The industry has suitable for such type of industry as per Master Plan, Mandi Gobindgarh.
Recommendations:
In view of above, if approved it is recommended that the consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the manufacturing of Cattle feed @ 05 MTD may be granted upto 30/09/2029 with suitable conditions and special conditions as under:
1. The industry shall comply with the provision of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
2. The project proponent promotes use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities.
3. The project proponent ensures that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocal or any other non-biodegradable material in the premises.
4. The project proponent properly handles and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
5. The industry shall install water meter on its submersible pump immediately and maintain the record on daily basis
