Subject: Application for obtaining varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 – and the Air (Prevention & Control of Pollution) Act, 1981- M/s Dhillon Rice & General Mill, Tehsil Chamkaur Sahib District Rupnagar.
It is intimated that t he subject cited rice shelling unit was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/RPN/2020/12671803 dated 18/06/2020 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/RPN/2020/12671821 dated 18/06/2020 , both valid upto 30/09/2024, for processing of Rice (With Drier) @ 1.30 TPH, with the raw material of Paddy @ 2.0 TPH with conditions mentioned therein.
Now, the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for processing of Rice (With Drier) @ 1.30 TPH, with the raw material of Paddy @ 2.0 TPH with conditions mentioned therein.
The industry has submitted the CA certificate wherein the value of fixed assets of the industry has been decreased from Rs. 51.89 Lakh as on 31.03.2024 including Plant & Machinery of Rs. 30.45 Lakh.
Fee
The industry has deposited Fee of Rs. 3,600 with Receipt No. 792161934 dated 02.09.2024 under Water (Prevention & Control of Pollution) Act, 1974 and has deposited Rs. 3,600 (excluding application fee of Rs. 500) with Receipt No. 102404978 dated 02.09.2024 under the Air (Prevention & Control of Pollution) Act, 1981. The fee is adequate upto 30.09.2025, under the both Acts.
Plant & Machinery
The industry installed machinery i.e. Drier with the capacity of 1.3 TPH and Rice Sheller with the capacity of 1.3 TPH.
Industrial Process
Paddy - paddy cleaner – Mechanical drier - hopper- De-husker – Paddy separator –Polisher – Grading – sorting – final product.
Visit
The industry was visited by AEE on 17.09.2024 and Sh. Baldev Singh, representative of the industry was contacted and it was observed as under:-
1. The unit was not in operation due to off season.
2. The industry has installed water meter at the source of fresh water.
3. There is no source of trade effluent and only domestic effluent is being discharged onto land for plantation after passing through septic tank.
4. The rice sheller has provided stabilized road with brick bats for the movement of the vehicle used for the transportation of the rice & rice husk.
5. The rice sheller has provided brick wall of length more than 70 feet and is more than 35 feet on each side of the discharge point. The height of wall is about 12 feet height in front of the discharge point and provisions have been made to provide wind shield of 5 feet height above this wall.
6. The industry has installed 1 no. dryer and 1 no. shelling section with Cyclone seprator as APCD and same is provided with sampling arrangement. Rice husk is being used as fuel in dryer.
7. The industry has planted one row of trees alongside the boundary wall and has been advised to plant more trees and plantation alongwith the boundary wall in the monsoon season.
8. The rice sheller was advised that whenever height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe.

Recommendations
In view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the rice sheller unit upto 30.09.2025 with subject to suitable conditions and additional conditions that: -
1. The rice sheller shall submit emission results within 01 month of the next rice sheller season in this office.
2. The industry shall comply with the guidelines/ codes of practice for rice sheller units issued by the Govt. of Punjab vide its notification Endst. No. 10/48/2004/STE (4)/4077 dt.13.9.2006, amended vide no. 10/48/2004 (4)/931 dated 15.10.2013.
3. The industry shall carry out more plantations along its boundary wall, within 03 months and shall intimate the Board regarding the same within 15 days thereafter.
4. The project proponent shall operate only dry rice sheller and shall not generate and discharge any kind of trade effluent from its premises.
5. The project proponent shall discharge only domestic effluent onto land for plantation passing through septic tank.
6. The industry shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received.
7. The Consent is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
8. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
