Earlier the industry was granted consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/LDH1/2022/18643000 dated 20.05.2022 valid upto 19.05.2023 for setting up a unit at village Rajour, tehsil Kum-Kalan, Ludhiana for processing of DYEING OF CLOTH @ 2000 Kgs/day with its discharge of trade effluent @ 350.0 KLD and ETP capacity @ 500 KLD
Thereafter the industry has obtained extension in the validity of consent to established (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Ext/LDH1/2023/21669227 Date of issue: 17/04/2023 Date of expiry: 16/04/2024.
Now the industry has applied for consent to established (NOC for expansion) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for processing of DYIENG OF CLOTH @ 4000 kgs/day with its discharge of trade effluent @ 650 KLD and its ETP capacity @ 650 KLD
The industry has submitted online application form, uploaded, brief project report, rent deed, registery copy, compliance report of NOC conditions, manufacturing process, Map drawing, feasibility report of APCD, Feasibility report of ETP, DTP letter bearing no. 722 dated 30.03.2022.
The industry has deposited Rs. 10800/- vide fee.no. CBINH24198795597 dated 16.07.2024 as NOC expansion fee Adequate for one year.
The site of the industry was visited by the undersigned on 16.09.2024 and it was observed as follows:-
1. The industry has earmarked the boundary of the proposed industry and no construction work has been started.
2. The industry has now proposed to install ETP of capacity 650 KLD comprising of following components:-
Equalization Tank -> Flocculation Tank - > Tube Settler -> Aeration Tank (MBBR
Based) -> Secondary Clarifier -> Filtration -> Outlet.
3. In the project report the industry has now proposed to install after expansion 7 Nos. Soft Flow Machines. 1 nos. Tumblar Machine and 1no. Compactor Machine. Now total machinery after expansion is 14 Nos Soft Flow Machine. Tublar Machine 2no. Compactor Machine2no. Stanter Machine 1no. Hydro Machine 2 Nos. Rasing Machine2 No. Pole Drier Machine 2 No. Boiler. The proposed discharge of effluent from these machine will be 650 KLD.
4. As per the application the industry engaged in dyeing @ 4000 Kgs/day after installing soft flow machines.
• 300 kg soft flow x 14 no.
5. As per the above mentioned proposed machinery, the effluent generation will be 650 KLD and industry has proposed to develop 7.0 acre plantation area as per karnal technology, which is sufficient for propose discharge.
6. The industry has proposed to install septic tank for treatment of domestic effluent from @ 2 KLD to @ 3.5 KLD. The effluent after septic tank will be discharge onto land for plantation.
7. The industry has proposed to install 1 boiler of capacity 4 TPH, which will be wooden waste fired.
8. The industry has proposed to install cyclone separator as APCD along with stack of adequate and proper sampling arrangements.
9. The site is suitable for such types of establishments CLU granted by DTP Ludhiana vide memo no. 722 dated 30.03.2022
Keeping in view of above, it is recommended that of Consent to Establish (NOC for expansion) under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act, 1981 for processing of DYIENG OF CLOTH @ 4000 kgs/day with its discharge of trade effluent @ 650 KLD and its ETP capacity @ 650 KLD may be granted to the project proponent for one year i.e. upto 30.06.2025 with same terms and conditions.
