It is intimated that the industry is a medium scale red category dyeing unit and was granted consent to operate under Water Act, 1974 vide no. CTOW/Renewal/LDH3/2024/22385567 dated 02.01.2024 and Air Act, 1981 vide no. CTOA/Renewal/LDH3/2023/22385391 dated 13.10.2023 for the production of Knitted fabric @ 5000 Kg/day & Processed fabric @ 10000 Kg/day with disposal of trade effluent @ 390 KLD and domestic effluent @ 10.0 KLD into CETP 15 MLD, which are adequate upto 01.01.2025 and 12.10.2024, respectively.
Earlier, the industry was granted NOC for expansion in the existing premises under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Exp/LDH3/2024/25354197 dated 09.05.2024 for production of knitted fabric @ 9500 kgs/day and Processed fabric @ 17500 kgs/day with discharge of trade effluent @ 780 KLD and domestic effluent @ 20.0 KLD into CETP-15 MLD, which is valid upto 08.05.2025.
The NOC was granted after considering facts that the industry had added a new partner in its firm, newly added partner is Sh. Vikas Gupta. Mr. Vikas Gupta was earlier proprietor of a firm M/s Inaaya International, Bahadaur Ke Road, Taraf Karabara, Ludhiana, which was granted "Consent to Establish"(NOC) for establishment of an industrial unit u/s 25 of Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/LDH3/2023/23498595 dated 13.12.2023 for the dyeing of fabric @ 5.0 T/day with disposal of trade effluent @ 396.5 KLD and domestic effluent @ 3.5 KLD into CETP-15 MLD, which is valid upto 13.12.2024. But the said industry is yet to establish. Now Mr. Vikas Gupta has dropped proposal to establish that firm and has made partnership with M/s Lark Knitwear and has decided to utilize its shares of CETP @ 400 KLD in this firm.
Now, the industry has applied for consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air(Prevention & Control of Pollution) Act, 1981 for production of knitted fabric @ 9500 kgs/day and Processed fabric @ 17500 kgs/day with discharge of trade effluent @ 780 KLD and domestic effluent @ 20.0 KLD into CETP-15 MLD. The industry has deposited Rs. 3,18,000/- vide UTR no. KKBKR52024082700792346 dated 27.08.2024 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 2,61,600/- vide UTR no. KKBKR52024082700791231 dated 27.08.2024 under Air (Prevention & Control of Pollution) Act, 1981, which are adequate upto 31.12.2029 under both acts.
The industry has submitted copy of CLU from DTP, Ludhiana vide no. 1192/DTP(L)/M2A dated 14.05.2018 mentioning that the site of the industry falls in Industry Land Use Zone as per Master Plan Ludhiana (2007-2031).
The industry has already submitted document regarding DEMAT of combined shares (800 KLD).
The industry was visited by officer of this office on 18.09.2024 and observed as under:
1. The industry was in operation and engaged in the process of manufacturing of Knitting of yarn and dyeing of clothes.
2. The industry has installed 14 soft flow dyeing machines of capacity (1000 KG X 1), (750X3 Kg), (500X5 Kg), (250X4 Kg) and (50X1 Kg). In addition to the dyeing machinery the industry has also installed circular knitting machines inside the premises.
3. The entire trade effluent as well as domestic effluent was being discharged into dedicated sewer system leading to CETP 15 MLD after collecting in into a collection tank.
4. The industry has installed a digital flow meter at the final outlet leading to CETP. The industry has installed SCADA system and the SCADA system of the subject cited industry was found connected with CETP server during visit.
5. The industry has installed one thermopac of capacity 2000 Kcal/hour and one boiler of 7 T/H capacity equipped with separate cyclones followed by wet scrubber as APCD separately. During visit, only thermopac was in operation, rice husk was being used as fuel.
6. The industry has installed 03 no. DG sets of capacities 750 KVA, 500 KVA & 250 KVA with canopies and adequate stack height.
7. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of above, it is recommended that:
1. Varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 for production of knitted fabric @ 9500 kgs/day and Processed fabric @ 17500 kgs/day with operation of one boiler of capacity 7 TPH and one thermopak of capacity 2000 Kcal/hour by using rice husk as fuel maybe granted to the industry upto 30.09.2029.
2. Consent to establish (NOC) u/s 25 of Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of Air (Prevention & Control of Pollution) Act, 1981 granted to Inaaya International, Bahadaur Ke Road, Taraf Karabara, Ludhiana vide no. CTE/Fresh/LDH3/2023/23498595 dated 13.12.2023, maybe cancelled.
