Induction Furnace Capacity 7 TPH
Violation:
The industry was issued show cause notice for cancellation of consent to operate granted under the Air Act, 1981 alongwith an opportunity of personal hearing before the CEE (B) of the Board on 17/11/2023, wherein, it was decided as under:
1. To improve the efficiency of bag house of the existing APCD, the industry shall upgrade its bag filters in the bag house in the existing APCD as per the specifications given below within one month and shall get it verified/ certified from PSCST, Chandigarh.
2. The industry shall submit the proposal regarding control of Secondary Emissions generated from the process within one month after consultation with the PSCST, Chandigarh.
3. The industry shall submit a bank guarantee amounting to Rs. 2.0 lakh within 7 days as an assurance to comply with the Environmental Laws and Environmental Engineer, Regional Office, Fatehgarh Sahib shall encash 50% of the above said bank guarantee.
4. The industry shall use good quality raw material free from dust and oil.
5. The industry shall develop the adequate green area all around the boundary wall and shall stabilize all of its movement area within the premises of the industry as well as approach around the industry, so as to minimize the dust emissions within one month.
6. A team of the officers shall be constituted by CEE(B) to surprisingly visit the industry to verify the conditions imposed in Environmental Clearance, other compliance of Environmental Laws immediately after one month and shall submit report/ recommendations, thereafter.
7. Environmental Engineer, Regional Office, Fatehgarh Sahib shall verify the compliance of the decisions of the hearing and submit the report/ recommendations after one month.
The industry had submitted the compliance of hearing decisions in this office on 22/05/2024. To verify the compliance of the hearing decisions, the industry was visited by the undersigned on 22/05/2024 and the point wise compliance of hearing decisions are as under:
1. The industry has not up-graded its bag filters in the bag house in the existing APCD as per the specifications given in the hearing decisions to improve the efficiency of bag house of the existing APCD in compliance to the hearing decision no. 1. In the compliance report submitted, the industry claimed that the existing 300 bags are performing adequately and do not need replacement. Over the past 12 months, the industry reported collecting 118.10 tons of hazardous waste, exceeding the prescribed limit. However, the same was not verified during visit as the industry was not in operation and has failed to provide the record of the same.
2. The industry has not submitted the proposal regarding control of Secondary Emissions generated from the process. However, in the compliance report submitted, the industry has mentioned that it has applied for obtaining Environmental Clearance to increase the production capacity, for which public hearing has been scheduled on 07/06/2024. Following this, the industry plans to use their existing APCD to control secondary emissions and install a new, larger-capacity APCD for the proposed new furnace.
3. The industry has submitted 02 no. bank guarantee vide no. 07610100000212 & 07610100000213 amounting to Rs. 1.0 lac each, both are valid upto 19/05/2025. Further, in compliance to the hearing decision, the bank guarantee vide no. 07610100000212 amounting to Rs. 1.0 lacs wasencashed vide this office letter no. 317 dated 22/05/2024.
1. The industry has used good quality raw material free from dust and oil in compliance to the hearing decision.
4. The industry has not developed the adequate green area all around the boundary wall, but is has stabilized all of its movement area within the premises of the industry as well as approach around the industry, so as to minimize the dust emissions.
From above, it is clear that the industry was not complying with the decisions of the personal hearing dated 17/11/2023 and accordingly, the industry was issued show cause notice for cancellation of consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 and notice to issue directions u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 as amended in 1987 alongwith an opportunity of personal hearing before the CEE (B) on 10/07/2024, wherein, it was decided as under:
1. The industry shall submit the proposal regarding control of Secondary Emissions generated from the process within one month.
2. The industry shall develop adequate plantation area within one month.
3. The industry shall comply with the decisions of personal hearing held before Chief Environmental Engineer on 17/11/2023 in toto within one month.
4. Environmental Engineer, Regional Office, Fatehgarh Sahib shall visit the industry surprisingly to verify the contention of the industry and submit report/ recommendations, immediately after one month.
In compliance to the hearing decision no. 1, the industry has submitted a covering letter, wherein, it has again mentioned that the industry plans to use their existing APCD to control secondary emissions and install a new, larger-capacity APCD for the proposed new furnace after the proposed expansion of the unit.

Feasibility Report:
The industry has submitted the feasibility report on Containment-cum-Air Pollution Control System for Induction Furnace prepared by Punjab State Council for Science & Technology, Chandigarh vide no. PSCST/TFD/129 dated 30/07/2024, wherein, it has mentioned that the industry is in the process to set up an induction furnace of capacity 12 T/Heat for manufacturing of Steel Ingots/Billets. The industry has proposed to install pulsejet bag filter type dust collector with spark arrestor alongwith side hood technology as APCD to control the air emissions from the furnace.
Land Documents:
The industry has the sale deed dated 15/05/2023 executed between Sh. Pritam Singh, Sh. Harpreet Singh, Sh. Mansumit Singh and M/s Goyal Malleables Pvt. Ltd. of total land area 16 Kanal 0 Marle.
Site Suitability:
The land used for expansion is adjoining to the existing premises of the industry, which falls in the Industrial Zone as per the notified Master Plan of Mandi Gobindgarh. As such, the site is suitable for the expansion.
Applicability of EIA notification dated 14/9/2006:
The production capacity is more than 30,000 TPA, therefore, the industry requires clearance under EIA notification dated 14/09/2006. Further, as per the Ministry of Environment, Forest and Climate Change (MoEFF&CC) notification dated 07/06/2024, the industries involving in melting of non-toxic metals having production capacity less than 60,000 TPA are exempt from obtaining clearance under EIA notification dated 14/9/2006. In this case, the annual production of the industry is 59,500 TPA (170 TPD * 350 working days), which is less than 60,000 TPA. As such, the industry does not fall in the ambient of EIA notification dated 14/09/2006. However, the industry has already applied for obtaining Environmental Clearance for expansion in the existing capacity of M.S Ingots & Runner & Risers or Concast Billets (Caster), Rolled Products (Round Square girder, Angle, channel, flat etc) from 29,400 TPA to 1,57,500 TPA, which is under process.
PWRDA Permission:
The industry has submitted thepermission vide no. PWRDA/I/10/2023/L2/149 dated 05/10/2023, which is valid upto 04/10/2026for ground water abstraction @ 2850 KL/Month.
Visit:
To verify the contents of the application, the industry was visited by the undersigned on 24/09/2024 and Sh. Pankaj Aggarwal, Director was contacted. During visit, it was observed as under:
1. The industry was in operation.
2. The industry has earlier installed Induction Furnace of capacity 7 TPH and it has installed pulse jet bag house filter as APCD.
3. The industry has also installed CCM plant alongwith hot rolling mill.
4. The industry has now proposed to install Induction Furnace of Capacity 14 TPH. The industry has proposed to install pulsejet bag filter type dust collector with spark arrestor alongwith side hood technology as APCD to control the air emissions from the furnace.
5. The industry has also proposed to install Reheating Furnace of capacity 3 TPH, which will use PNG as fuel.
6. The industry has constructed the boundary walls of the new land adjoining to its existing premises. However, no foundation work has been started.
7. The industry has installed 2 no. D.G. set of capacities 125 KVA each, which are equipped with canopies and stack of adequate heights.
8. No water is used in the process, so no trade effluent is generated.
9. The industry has provided septic tank for the treatment of domestic wastewater and the same is being disposed off onto land for plantation after passing through septic tanks.
10. The industry has developed the plantation in the land adjoining to the existing premises in an area of about 0.5 acre in compliance to the hearing decision no. 2 dated 10/07/2024.
Recommendations:
In view of the facts mentioned above, if approved,it is recommendedConsent to Establish (NOC Expansion)under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Billets and Ingots etc. (CCM) @ 168 MTD by installing Induction Furnace of Capacity 12 T/Heat may be granted to the industry for one year with suitable conditions and additional conditions that:
1. The industry shall obtain varied consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 before commissioning of the expanded unit.
2. The industry shall submit the PERT chart w.r.t.providing the feasibility report as well as installation of system to control secondary emissions generated from the process within 01 month in this office.
3. The industry shall install APCD as proposed by the PSCST, Chandigarh and shall submit the completion certificate of APCD to be install with the induction furnaces at the time of obtaining consent to operate.
4. The industry shall submit the revised building plans approved from the Competent Authority before obtaining consent to operate.
5. The industry shall comply with the guidelines/SOPs provided by PSCST, Chandigarh in the effective operation of APCD.
6. The industry shall obtain NOC of the Board, if it changes any of its product or raw material or enhances its production capacity in future.
7. The industry shall not generate and discharge any kind of trade effluent and shall not start wet process in its premises without prior written permission of the Board.
