Thereafter, the industry was granted consent to establish (NOC) for expansion under the Water Act, 1974 & Air Act, 1981 for production of Sorted Raw Rice with Dryer @ 5.0 TPH………………...
Now, the industry has applied for obtaining varied consents to operate of the Board under Water Act, 1974 & Air Act, 1981 through OCMMS for enhancement in production capacity i.e., Raw rice /sorted rice @ 6 TPH with dryer after expansion in a land area of 06 kanals. The industry has already existed in total land area 32 Kanal 18 Marlas. The industry has proposed to expand its unit by adding 06 Kanals by making total land area 38 Kanals 18 Marlas having khasra no. 194//18/1 (4-18), 23/2 (4-0), 24 (8-0), 25 (8-0), 195//20 min (2-0), 21 (8-0), 210//1/1(2-0), 211//5/1 (2-0) in the revenue estate of Village Kotduna, Tehsil & District Barnala. The industry has already deposited consent fees of Rs. 28,000/- each under the Water Act, 1974 & Air Act, 1981 vide Reciept No. 186042720 & 698450932 dated 16.05.2023. The industry has now deposited the consent fee of Rs. 11,200/-each vide R. No. 134621044 & 471552989 dated 13.08.2024 under the Water Act, 1974 & Air Act, 1981 against the fixed assets of Rs. 117.54 lac as per the CA Certificate dated 08.08.2024. Thus the fee is adequate upto 30.09.2027.………………...
The District Town Planner, Barnala vide his memo no. 497 dt. 12.08.2024 has reported as under and the relevant extract of which is reproduced as – “ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਸਬੰਧੀ ਹਵਾਲੇ ਅਧੀਨ ਪੱਤਰ ਨਾਲ ਪ੍ਰਾਪਤ ਦਸਤਾਵੇਜ਼ਾਂ ਨੂੰ ਇਸ ਦਫਤਰ ਵਿਖੇ ਵਾਚਿਆ ਗਿਆ ਹੈ ਅਤੇ ਸਾਈਟ ਦਾ ਮੌਕਾ ਨਿਰੀਖਣ ਕਰਵਾਇਆ ਗਿਆ ਹੈ। ਵਿਸ਼ੇ ਅਧੀਨ ਰਾਇਸ ਸੈਲਰ ਦੇ ਵਾਧੇ ਵਾਲੀ ਸਾਈਟ ਪਿੰਡ ਕੋਟਦੁੱਨਾ ਤੋਂ ਪਿੰਡ ਪੰਧੇਰ ਵੱਲ ਜਾਂਦੇ ਕੱਚੇ ਰਸਤੇ ਉੱਪਰ ਧਨੌਲਾ ਭੀਖੀ ਸੜਕ ਤੋਂ ਲਗਭਗ 1.40 ਕਿਲੋਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਰਸਤੇ ਦੇ ਖੱਬੇ ਹੱਥ ਮੌਜੂਦਾ ਰਾਇਸ ਸੈਲਰ ਦੇ ਬਿਲਕੁਲ ਪਿੱਛੇ ਲਗਦੀ ਹੈ। ਸਾਈਟ ਰੈਵੀਨਿਊ ਅਸਟੇਟ ਪਿੰਡ ਕੋਟਦੁੱਨਾ, ਤਹਿਸੀਲ ਅਤੇ ਜਿਲ੍ਹਾਂ ਬਰਨਾਲਾ ਖਸਰਾ ਨੰ. 194//18/1 (4-18), 23/2 (4-0), 24 (8-0), 25 (8-0), 195//21 (4-0), 210//1/1(2-0), 211//5/1 (2-0) ਕੁੱਲ ਰਕਬਾ 32 ਕਨਾਲ 18 ਮਰਲੇ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਵਾਧਾ ਕਰਨ ਉਪਰੰਤ ਸਾਈਟ ਅਧੀਨ ਕੁੱਲ ਰਕਬਾ 38 ਕਨਾਲ 18 ਮਰਲੇ (by adding khasra no. 195//20 min (2-0), 21 min (4-0) ਬਣ ਜਾਂਦਾ ਹੈ। ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ Department Of Science, Technology & Environment and Non-Conventional Energy ਵਿਭਾਗ ਵੱਲੋਂ ਜਾਰੀ ਗਾਈਡਲਾਈਨ ਮਿਤੀ 15-10-2013 ਅਨੁਸਾਰ ਇਸ ਦਫਤਰ ਨਾਲ ਸਬੰਧਤ ਨੁਕਤਾ A(i) ਤੋਂ A(iii) ਦੀ ਰਿਪੋਰਟ ਹੇਠ ਲਿਖੇ ਅਨੁਸਾਰ ਹੈ:- A(i) ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਕਿਸੇ ਡੈਜ਼ੀਗਰੇਟਿਡ ਫੋਕਲ ਪੁਆਇੰਟ ਜਾਂ ਉਦਯੋਗਿਕ ਖੇਤਰ ਵਿੱਚ ਨਹੀਂ ਪੈਂਦੀ ਹੈ। A(ii) ਸਾਈਟ ਨੋਟੀਫਾਈਡ ਲੋਕਲ ਪਲੇਨ ਧਨੋਲਾ-ਲੌਗੋਵਾਲ ਵਿੱਚ ਪੈਂਦੀ ਹੈ ਜਿਸ ਦਾ ਮਾਸਟਰਪਲਾਨ ਅਜੇ ਤਿਆਰ ਕੀਤਾ ਜਾਣਾ ਹੈ। ਸਾਈਟ ਦੇ 2 ਕਿਲੋਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿੱਚ ਨਗਰ ਕੌਂਸਲ/ਨਗਰ ਪੰਚਾਇਤ ਦੀ ਹੱਦ ਨਹੀਂ ਪੈਂਦੀ ਹੈ। A(iii) ਸਾਈਟ ਦੇ 500 ਮੀਟਰ ਦੇ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਨੈਸ਼ਨਲ ਹਾਈਵੇ, ਸਟੇਟ ਹਾਈਵੇ, ਸ਼ਡਿਊਲ ਰੋਡ ਜਾਂ ਕੋਈ ਬਾਈਪਾਸ ਨਹੀਂ ਪੈਂਦਾ ਹੈ।………………...

2. The industry has installed cyclones as APCDs with paddy cleaner with mini dryer and shelling section, separately, to contain the process emissions and the same were found in line / operational conditions with dust emitting points connected to the APCDs. ………………...
3. The industry has provided stacks of adequate height with the APCDs and provisions to facilitate emission sampling. APCDs installed by the industry are adequate in principle. ………………...
4. The industry has provided brick wall of adequate length with 10' height around husk discharge / storage area and further mesh wire of 5' height has been provided above the said wall in compliance to code of practice prescribed by the Govt. vide order dt. 15.10.2013………………... .
5. The industry has provided brick paving at movement area of vehicles, within its premises………………... .
6. The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation………………... .
7. The industry has provided plantation along its boundary wall. ………………...
8. The industry has completed it process of expansion in the land area………………... .
9. The industry has installed additional machinery i.e. one no. rolls & one no. peti for making expansion in production capacity………………... .
10. The site is outside the 500 m radius of village lal lakeer/phirni, wild life sanctuary, zoo, designated residential zone, educational institute, historical religious place and protected monument………………... .
11. No HT wire passes through the proposed expansion site of the rice sheller unit………………... .
As such, the site of the industry is suitable for expansion as per the report of DTP & Naib Tehsildar and also complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013………………... .
Keeping in view of above, if approved, it is recommended that varied consents to operate under the provisions of the Water Act, 1974 and Air Act, 1981 may be granted to the industry for production of raw rice/sorted rice @ 6 TPH with dryer for a period upto 30.09.2027, subject to the suitable conditions along with the following special conditions that:- ………………...
1. The industry will get its stack emissions samples analyzed from Board's lab. ………………...
2. The industry will discharge only treated domestic effluent onto land for plantation / green belt………………... .
3. The industry shall not increase its existing land area without prior permission of the Board………………... .
4. The industry shall not increase its production capacity without the prior written permission/NOC of the Board. ………………...
5. The industry will submit the approved building plan from the concerned department, if there is any change in building/land of industry. ………………...
6. The industry shall comply with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide order dated 15.10.2013 as follows: ………………...
i) All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. ………………...
ii) The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller/ Saila plant. ………………...
iii) All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above roof of the building. ………………...
iv) The management and handling of rice husk in the rice shelling units/ Saila plants should be done as under: ………………...
(a) All the rice shelling units/ Saila plants shall provide paved/brick roads/cement concrete roads / metalled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. ………………...
(b) (i) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe………………... .
(ii) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading/unloading areas of rice husk. ………………...
(iii) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3'length. ………………...
(iv) Wherever, height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. ………………...
(c) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds. ………………...
