• The project proponent has submitted copy of CLU issued by the Senior Town Planner, Bathinda vide memo no. 111-STP(B)/EDBP-FDK dated 20.01.2023 and further amended vide memo no. 1074 dated 15.06.2023 for 46 Kanals 02 Marlas land area (5.7625 acres) bearing khasra nos. 1939(15-14), 3109/1938(10-16), 1937/1/1/2(4-11), 3106/1937(5-19), 3110/1938(9-2) located at Vill. Sadiq (H.B. No. 47), District Faridkot for standalone Project for Institutional Purpose (Higher Secondary School)………..
• The Project Proponent has submitted copy of approval letter issued by Senior Town Planner, Bathinda dated 21.12.2023 regarding zoning / building plan of the institute……………..
• The visiting officer reported vide note dated 28.10.2024 that the site of the institute was visited on 23.10.2024 and there is no air polluting industry within the radius of 100 meters of the proposed site. The proposed site was found vacant and construction of boundary wall was going on. The proposed site is comply with the provisions of the Water Act, 1974 & the Air Act, 1981 and suitable for establishment of Educational Institute (School).
• Proposal submitted for installation of STP of capacity 50 KLD for treatment of domestic effluent alongwith disposal of treated domestic effluent @ 15 KLD for dual plumbing, treated domestic effluent @ 20 KLD onto land under green area within the Institute approx 2 acres……………
• A clarification was rasied that the approx. strength of students alongwith faculty members is 3000 number/day and as per the norms adopted for estimating population and water requirement for the schools (without boarding facility) total water demand per person is 45 liter /day and accordingly the generation of the effluent comes out to be approx. 108 KLD, however the treatment plant has been proposed of capacity 50 KLD only. As such, the capacity of the treatment plant and the disposal arrangements seems to be inadequate………….
• A reply has been received from the Regional office vide note datd 06.11.2024 that the institute will initially install STP of 50 KLD capacity for 1000 persons (including students & staff) and the treated wastewater shall be utilized for flushing purposes by providing dual plumbing line and for disposal onto land for plantation / green area in an area of appox. 2 acres…………..
In view of the above, if approved, consent to establish (NOC) may be granted to the project proponent for the establishment of Educational Institute (School) for 1000 persons (students including staff) in an area of 46 Kanals 02 Marlas (5.7625 acres) bearing khasra nos. 1939(15-14), 3109/1938(10-16), 1937/1/1/2(4-11), 3106/1937(5-19), 3110/1938(9-2) located at Vill. Sadiq (H.B. No. 47), District Faridkot, subject to suitable terms and conditions and following additional conditions that: --
1. This Consent to Establish (NOC) is granted for the establishment of Educational Institute (School) in 46 Kanals 02 Marlas (5.7625 acres) bearing khasra nos. 1939(15-14), 3109/1938(10-16), 1937/1/1/2(4-11), 3106/1937(5-19), 3110/1938(9-2) located at Vill. Sadiq (H.B. No. 47), District Faridkot and in case any of the documents submitted by the project proponent are found forged/incorrect, the consent to establish granted to the project would be deemed to have been cancelled and the Board would not be responsible for the cost incurred by the project proponent in the matter…………
2. The project proponent shall ensure that the total built-up area (FAR basis) of the project remains less than 1,50,000 Sqm and in case, the built-up area exceeds 1,50,000 sqm or built-up area of any individual plot is more than 20,000 Sqm, then the project proponent shall be bound to obtain environmental clearance as required under ElA notification dated 14/9/2006…..……..
3. The project proponent will install the STP of adequate capacity simultaneously with the commissioning of the project………..
4. The project proponent will not use any fresh water in the green area/ plantation developed inside the project premises and will make adequate arrangements to reuse the treated effluent for flushing purposes by providing dual plumbing line and / or for watering of green areas in the project premises.………….
5. The project proponent will ensure that the municipal solid waste generated from its colony is handled in an environmentally sound manner and the Bio degradable solid waste shall be managed through in-house treatment, in compliance to the Solid Waste Management Rules, 2016……………..
6. This consent to establish is issued from pollution angle and the project proponent shall obtain the statutory clearances / permissions from the other concerned departments, as required……..………
